St. James Parish Government is hiring a Manager of Self Sufficiency Programs for the Department of Human Services (Social Services).

JOB FUNCTION:

This is an administrative level position with responsibility for assisting in planning, monitoring, and organizing services for DHR programs in accordance with Federal, State, and Parish laws, regulations, and policies. This position is classified as essential during declared emergencies or natural disasters and exempt according to the Fair Labor Standards Act.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Provide guidance andgeneral oversight of programs as assigned and report to Director updates andconcerns regarding program operations
  • Submitrecommendations and immediate level approvals of requests forms, purchasingrequisitions, and expenditures for program operations
  • Research, develop, and submit applicationsand funding proposals to support program operations
  • Submit annualbudget recommendations and monitor budget expenditures
  • Annually review andsubmit revisions to service plans, and logic delivery models, and policies andprocedures
  • Submit accurate,complete, and timely reports and correspondence for DHR and other monitoringagencies
  • Coordinate federal,state, and local monitoring reviews in accordance with program funders andsupport agencies and provide monitoring updates to director
  • Evaluate supervisorson a basis according to policy
  • Maintain a master file of grants, awardletters, assurances, correspondence, etc. for all grants received
  • Assist with maintaining the department’s statisticallibrary
  • Submit news articles concerning theDepartment of Human Resources for public release
  • Attend staffmeetings, council meetings, training, and conferences as required
  • Perform special and related duties orassignments as requested
QUALIFICATION REQUIREMENTS:

A minimum of bachelor’s degree in human services orrelated field. A master’s degree ispreferred in human services or related field. Minimum of 5 years managerialexperience. Must have ability to effectively communicate, written, and orally. Must have a valid La. Class “D” driver’s license or ability to obtain one. Musthave a Housing certification and license or ability to obtain one within 90days

EDUCATION and/or EXPERIENCE:

A minimum of bachelor’s degree in human services or related field. A master’s degree is preferred in humanservices. Minimum of 5 years managerial experience

MATHEMATICAL SKILLS:

Ability toadd, subtract, multiply, and divide in all units of measure, using wholenumbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpretbar graphs.

REASONING ABILITY:

Ability toapply common sense understanding to carry out instructions furnished inwritten, oral, or diagram form. Abilityto deal with problems involving several concrete variables in standardizedsituations.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must have a valid Louisiana Class “D” driver’s license or ability toobtain one. A Certification in Housing or ability to obtain one within 90 daysis a must.

OTHER SKILLS AND ABILITIES

Must be able to handle meetings for a significant portion of the day, talk with staffmembers, and meet with community agencies and coordinate community activities.
