Job summary

Jefferson Parish Human Services Authority is seeking a Social Service Counselor 4-A to coordinate, manage, and monitor contracted behavioral health programs within the BHCS division under the Behavioral Health Regional Director.

You will oversee ACT services for underinsured residents, guide contractors on budgets and workflows, and ensure adherence to statements of work while maintaining documentation in the EHR.

Qualifications

• Six years of social services experience, or six years of full-time experience in any field plus three years of social services experience, or a bachelor’s degree plus three years of social services experience, or an advanced degree in a social sciences field plus two years of social services experience.
• Experience substitution: Every 30 semester hours earned credits one year of experience up to 120 semester hours (maximum four years) toward the required six years.
• Necessary requirement: positions providing addictive disorder counseling or prevention services require ADRA certification or eligibility.

Responsibilities

• Monitors the vendors providing ACT services for underinsured, uninsured residents of Jefferson Parish requiring that level of care.
• Provides oversight and technical assistance to contractors including budget planning, staffing structure, and data reporting to ensure adherence to service deliverables and the Statement of Work.
• Assists contractors in developing tools to improve workflow and overall quality of service deliverables.
• Initiates plans of correction and follows up with the implementation of recommendations.
• Monitors expenditures and accounts payable for grant and contract deliverables.
• Reviews contract budget to actual expenses to assist in monitoring status of expenditures for over/underspending.
• Manages and Monitors the Hospital Coordination and Transition Program (HCT).
• Reviews referrals, assessments, care plans and other documentation of contractors to ensure proper interventions and admissions/discharges within the program.
• Coordinates with ACT teams to ensure services are received and documents staffing updates in the EHR.
• Represents JPHSA on court records, attending staffing and court appearances with CSSM.

Job description

Jefferson Parish Human Services Authority (JPHSA) is a Local Governing Entity (LGE) created by the Louisiana Legislature in 1989. JPHSA is responsible for the management and operation of behavioral health and developmental disability Services in Jefferson Parish. JPHSA provides fully integrated primary and behavioral healthcare services through its JeffCare program.

The Behavioral Health Community Services (BHCS) division provides a continuum of community based behavioral health and supportive programs to assist individuals in their recovery from mental illness and/or addictive disorders. The Social Service Counselor 4-A is responsible for coordinating, managing, and monitoring contracted programs and services within the BHCS division under the direct supervision of the Behavioral Health Regional Director (Clinical and Support Services Manager).

• Six years of social services experience; OR
• Six years of full-time experience in any field plus three years of social services experience; OR

EXPERIENCE SUBSTITUTION:

• Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NECESSARY SPECIAL REQUIREMENT:

Positions that provide addictive disorder counseling or prevention services will require certification or eligibility for certification issued by the Addictive Disorder Regulatory Authority (ADRA), or its successor.

• Monitors the vendors providing Assertive Community Treatment (ACT) services for underinsured, uninsured residents of Jefferson Parish requiring that level of care
• Provides oversight and technical assistance to contractors which includes budget planning, staffing structure, and data reporting to ensure adherence to service deliverables and Statement of Work.
• Assists contractors in developing tools to improve workflow and overall quality of service deliverables
• Initiates plans of correction and follows up with the implementation of recommendations
• Monitors expenditures and accounts payable for grant and contract deliverables
• Reviews contract budget to actual expenses to assist in monitoring status of expenditures for over/underspending
• Manages and Monitors the Hospital Coordination and Transition Program (HCT)
• Reviews referrals, assessments, care plans and other documentation of contractors to ensure proper interventions and admissions/discharges within the program
• Consults with Clinical and Support Services Manager (CSSM) for any and all clinical matters that arise with program
• Manages and Monitors administration of the Assisted Outpatient Treatment Program (AOT)
• Coordinates with ACT teams to ensure services are received and gets regular updates about all participants. Documents staffing updates in EHR
• Represents JPHSA on court record, attending both staffing and court appearances, along with CSSM
• Monitors documentation of contractor for appropriateness of intervention and makes recommendations around service implementation
