Job summary

UCFS is seeking a Manager of Learning and Development to design and oversee training programs for a diverse healthcare workforce. You will partner with leadership, design microlearning, and implement performance evaluation improvements across the agency.

The role requires 5+ years of training design/delivery, 3+ years of direct reports, and PM/Lean/Six Sigma certification. This is a full-time on-site position with competitive benefits and career growth opportunities.

Qualifications

We are currently seeking a Manager of Learning and Development who will design, implement, and oversee all employee training programs to enhance workforce performance, support career development, and align with organizational goals. They will partner with leadership across all departments and with external partners and educational institutions, to assess training

needs, develop learning strategies, and measure program effectiveness. As a Manager, they will manage, coordinate, and lead

applicable clinical and non-clinical training placements across the agency. In addition, they will lead the overhaul of the Performance Evaluation and Goal Form, Program for all employees and management.

UCFS Hours of Operation: Open 8:00am - 7:00pm; Hours Vary By Day & Location

(We are also open on the 2nd and 4th Saturday of each month)

Expected Schedule: Full-Time, 40 hours/week

Outline of Duties and Responsibilities:

• Working collaboratively with the VP of People Services, members of the People Services team, and other operational stakeholders, develop and implement workforce development initiatives to support the growth and development of employees across the agency.
• Build stakeholder committees to support UCFS trainings and provide relevant information and feedback on the development of new opportunities.
• Collaborate with stakeholders across departments to identify training needs and skill gaps through needs assessment surveys, interviews, and research.
• Create available microlearning experiences across the organization.
• Establish and cultivate subject matter experts (SMEs) across the organization to support employee development and expand internal training resources.
• Responsible for the implementation of all training programs, including promotion, scheduling, and coordination.
• Build appropriate evaluation and review systems and train employees on performance management processes to ensure consistent application of UCFS Healthcare standards and expectations.
• Evaluate the effectiveness of training programs through feedback, assessments, and performance metrics, making real-time adjustments to support continuous improvement.

Requirements

Minimum Education and Experience

• Bachelor's degree in Management, Public Health, Education, Human Resources, or a related field.
• Minimum of five (5) years of experience designing and delivering training programs to diverse audiences across multiple specialties and departments. Training topics may include communication, professional development, leadership, clinical healthcare services, and other areas that support Federally Qualified Health Center (FQHC) operations.
• Minimum of three (3) years of experience managing direct reports, with a demonstrated track record of driving performance improvement, organizational effectiveness, and cultural transformation.

Minimum Certificates, Licenses, Registrations

• Project Management, Lean, or Six Sigma training/certification required.

• Expertise in developing and delivering professional training programs.
• Excellent verbal and written communication skills.
• Exceptional time management skills, with the ability to manage deadlines, prioritize tasks, and maintain timely communication.
• Adaptable and comfortable building rapport quickly while fostering strong professional relationships.
• Proven project management expertise with strong organizational skills.
• Ability to work independently and collaboratively in a team environment.
• Demonstrated ability to work effectively with minimal supervision and direction.
• Proficiency in Microsoft Office and Microsoft Teams; experience with Learning Management Systems (LMS) is preferred.
