Job summary

NECHV in Boston seeks a Program Manager for the Low Threshold Programs to oversee daily operations and ensure 24/7 coverage. You will supervise a team of support staff and work with the Program Director to apply trauma-informed and harm reduction approaches.

You will provide direct clinical case management to a caseload of about 5 Veterans, coordinating referrals and services to aid housing, income, and independence outcomes.

Qualifications

• Master’s degree in social work or mental health counseling is required.
• 1–3 years of supervisory/management experience is required.
• 2–3 years of experience with substance use and mental health disorders is required.
• Strong crisis intervention, communication and interpersonal skills are essential.

# Manager, Low Threshold ProgramsNECHV - Boston, MA 02108## OverviewSalary Range$78,000.00 - $82,000.00 Salary## Description**Position Title:** Program Manager, Low Threshold Programs**Department:** Human Services Department**Supervisor:**Director, Low Threshold Programs**Supervises:**Low Threshold Support Staff**Exemption:**Exempt **Pay Range:**$78-82k**Job Summary:**Low Threshold Programs consist of the Low Demand Program and Safe Haven Programs. Low Demand and Safe Haven are 24/7 programs for Veterans experiencing homelessness, diagnosed with mental health and/or substance use disorders, who may not be ready to engage in behavioral health treatment. The Low Threshold Program Manager will work closely with the Program Director, Low Threshold Programs, to oversee the day-to-day operations of the Low Threshold Programs. This position will supervise a team of support staff, and will work closely with the Program Director, Low Threshold Programs to ensure 24-hour coverage. *This position is considered “Essential Staff” and may be required to work flexible hours as needed, including holidays and/or inclement weather.*This position will collaborate with the VA grant per diem GPD liaisons and other NECHV programs to assure appropriate and timely program referrals. This position will also provide direct clinical case management services to a caseload of approximately 5 Veterans within either Low Threshold Program.**Job Responsibilities:****Program Coordination:*** Work with the Director, Low Threshold programs to hire, onboard, train and supervise Low Threshold team members and coordinate 24/7 program coverage.* Strong commitment to Trauma Informed Care, Harm Reduction, Motivational Interviewing, and Person-Centered models of care to assist participants in achieving greater self-determination and service plan goals.* Intervene in clinical emergencies and crisis situations. Assist Operations staff as needed.* Work closely with the GPD liaisons, VA staff and internal programs to refer Veterans to the Low Threshold Programs to ensure that the program is appropriately utilized to maximize programming resources.* Provide ongoing supervision to support staff, coaching them on the use and delivery of service and models of care.* Develop, maintain and update a list of referral sources, ensuring easy access for Low Threshold team members.* May need to be available for overnight and weekend consultations regarding crisis interventions that cannot be handled by Low Threshold Programs or Operations team members.* Work collaboratively and creatively with other NECHV programs, departments, and the Veterans Administration, maintaining positive relationships.* Inform and participate in the Review Board process, as needed.* Attend and actively participate in department and program meetings and other meetings as required.* Work collaboratively with referral team to screen and assess the most appropriate program and services in a timely manner for referrals to NECHV.* Assist in reviewing Low Threshold program files associated with ISPs and other needed documentation or program files.* Perform other duties as needed and as assigned.**Clinical Case Management*** Maintain a caseload of 5 resident Veterans in the Low Threshold Programs. Ensure Veterans are swiftly and proactively connected with the services that will best meet their needs and goals.* Provide individual supportive counseling utilizing evidence-based interventions such as Motivational Interviewing, Harm Reduction, and Trauma Informed Care.* Work in a collaborative manner with Veterans towards the goals of permanent housing placement, increasing income and benefits and improving self-determination.* Complete biopsychosocial assessments, integrated service plans and discharge plans in conjunction with each Veteran, which best meets individual needs and program requirements.* Ensure all data collection and documentation procedures are adhered to according to deadlines.* Provide community-based referrals to meet the needs of each Veteran during discharge planning to help maintain independent living.## Qualifications**Required qualifications:*** Master’s degree in Social Work or Mental Health Counseling.* One to three years of supervisory and management experience.* Two to three years’ experience working with substance use and mental health disorders.* Strong crisis intervention experience and skills.* Knowledge, experience and skills working with Motivational Interviewing, Harm Reduction, Trauma Informed and Person-Centered models of service.* Must have strong clinical skills with emphasis on harm reduction, crisis intervention, and de-escalation of potential crisis situations.* Must have strong communication and interpersonal skills.* Must be able to maintain personal and professional boundaries with colleagues, supervisees, and participants.**Essential Functions of the Job:*** Ability to work comfortably with a multicultural, homeless population.experiencing complex challenges.* Ability to develop, implement and maintain sound processes and systems.* Strong computer and electronic recording keeping skills.* Ability to maintain professional and personal boundaries.* Ability to write clear progress notes and integrated services plans.* Strong written and oral communication skills.* Ability to work collaboratively with clinical teams, other Center programs and departments.
