In accordance with HHS Guiding Principles and universal expectations of personal responsibility, under the general direction of the Director of Office Support of the Information Technology Customer Service and Support division. Performs advanced senior-level computer systems analysis work. Work involves planning and budgeting, as well as analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Performs complex work overseeing activities associated with Local Area Networks (LAN), Wide Area network (WAN). Responsibilities include assuring services are delivered in a cost effective manner and in compliance with HHSC standards for architecture, security, and project management methodology; are appropriately coordinated with customers; overseeing projects that cross functional agency systems which provide enterprise level services which require coordinating, planning, and scheduling during the project development and implementation stages; Develops and implements strategic planning actions and policy decisions and makes recommendations of the Agency's efforts; plans and schedules studies and system implementations; analyzes and assists in defining agency disaster recovery responsibilities and procedures; facilitating continuous process improvement; recommending new and innovative approaches to better service delivery or reduced costs; and meeting and evaluating group compliance with service delivery benchmarks. Perform customer support activities. Responsible for compliance with applicable policies, standards, guidelines, and procedures of DSHS, HHSC, and DIR. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.
EJF 1: Supervises the overall planning, implementation, coordination, and evaluation of the Regional Office (DSHS) Support Group to ensure effective services for DSHS customers. Responsibilities include meeting established goals, ensuring work plans and schedules are in place and properly executed, organizing the work based upon best practices, and overseeing day-to-day operations so that projects are completed on time, within budget, and within scope and quality requirements. (25%)
EJF 2: Provides highly technical direction, guidance, and assistance relating to DSHS architecture and standards to Group staff and DSHS customers. Responsibilities include formulating logical descriptions of problems, and devising optimum solutions. Maintains high knowledge of agency program areas to translate specific business processes into standard technology solutions consistent with appropriate DSHS, state, and federal guidelines. (25%)
EJF 3: Assists Director with research and contract management for using outsourced services, including the development of RFP’s, the evaluation of bids, and provides recommendations. Assists with vendor management and provides performance reporting. Assists Manager with the consolidation of services to achieve cost reductions and / or improved services. (5%)
EJF 4: Advises and consults with DSHS customers in providing support services and evaluating service level performance consistent with DSHS, HHSC and DIR plans, standards and guidelines. Provides guidance and supervision to assigned staff to ensure services are coordinated, efficient, follow best practices and policies, and meet service level objectives. Maintains up-to-date knowledge of other groups within the branch and negotiates sharing of resources to achieve objectives across the Section. (15%)
EJF 5: Manages and develops staff through review of performance data, consultation, training and performance appraisals. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. Supervises project managers/team leaders or highly complex projects that require coordinating, planning, and scheduling during project development and implementation stages. Supervises and oversees day-to-day operations so that projects are completed on time, within budget, and within scope and quality requirements. Assures project managers conform to and comply with all related policies, standards, procedures, activities, and that required reports are provided to DSHS, HHSC and oversight agencies. (15%)
EJF 6: Assures assigned group conforms to and complies with all related policies, architecture standards, procedures, activities, and required reports provided by the section, DSHS, HHSC, and oversight agencies. Assures project managers conform to and comply with all related policies, standards, procedures, activities, and that required reports are provided to DSHS, HHSC and oversight agencies. (10%)
EJF 7: Provides input to Manager on budget development, staff allocations, and recommendations for effective and efficient use of resources. (5 %)
