Would you like to make a statewide impact as the Chief of the Consumer Communications, Research, and Analytics Branch in Covered California’s Marketing Division? In this Manager II role, you will lead an innovative, multidisciplinary team responsible for shaping consumer communications, digital and social media engagement, marketing research, and enterprise-wide analytics. This position is headquartered in Sacramento County at 1601 Exposition Blvd, Sacramento, CA 95815. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Working Conditions

This position may be eligible for telework. In accordance with Government Code section 14200, only employees who reside in California are eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Desirable Qualifications
  • Senior leadership of integrated consumer communications and marketing programs. Demonstrated ability to set direction, translate organizational priorities into clear strategies and work plans, establish measurable outcomes, and provide sound recommendations to executive leadership on complex or sensitive issues.
  • Strong project and program management leadership. Proven experience moving complex, multi-step initiatives from strategy and planning through implementation, evaluation, and closeout. This includes establishing ownership, timelines, milestones, dependencies, decision points, approval paths, risks, resource needs, and escalation procedures; resolving barriers; and maintaining accountability for results.
  • Consumer-centered content and communications expertise. Demonstrated ability to create, edit, direct, or oversee clear and compelling content across multiple channels, such as email, SMS, websites, digital platforms, print, and other owned or earned channels. Experience developing communications that are accessible, culturally and linguistically appropriate, audience-centered, and aligned with brand, policy, and compliance requirements is highly desirable.
  • Cross-divisional collaboration and influence. Experience leading initiatives that require alignment among multiple internal divisions, subject-matter experts, executives, vendors, contractors, community partners, or other external stakeholders. Ability to build trust, clarify roles, facilitate decisions, manage competing priorities, and move work forward in a complex organization without relying solely on formal authority.
  • Data-informed leadership and team development. Ability to use consumer research, analytics, testing, performance measures, and stakeholder feedback to improve communications and marketing results. Demonstrated skill in leading and developing multidisciplinary teams, setting priorities, balancing workloads and resources, fostering an inclusive and accountable culture, and supporting high-quality work under time-sensitive conditions.
