Responsibilities

  • Select, develop, and motivate personnel; provide coaching and counseling; manage performance reviews and discipline when necessary.
  • Assist in the preparation of quarterly Federal Financial Reports.
  • Assist with grant requisitions with FTA, FRA, FEMA, USDOT, USDOJ, NYS, and NYC.
  • Manage contract registration and requisition processes in the NYC Financial Management System.
  • Oversee quarterly billing to counties for STOA and CPI calculations for Board approval.
  • Provide audit support and assist in resolving audit issues.
  • Perform monthly reconciliation of the Capital System to PeopleSoft GL, including IMPACT and ECHO drawdowns.
  • Establish and review internal controls to mitigate significant risks.
  • Performs other duties as assigned.

Job description

This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

The Metropolitan Transportation Authority is North America's largest transportation network, serving a population of 15.3 million people across a 5,000-square-mile travel area surrounding New York City, Long Island, southeastern New York State, and Connecticut. The MTA network comprises the nation’s largest bus fleet and more subway and commuter rail cars than all other U.S. transit systems combined. Position Objective

The Controller's Office is charged with the responsibility of ensuring that all monies due the MTA are received promptly, in accordance with the rules and regulations governing the various funding agencies. MTA's external funding partners include the Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Federal Emergency Management Agency (FEMA), New York State Department of Transportation, New York State Division of Budget, and New York City Office of Management and Budget. This position prepares financial reports for the MTA's Capital Program to support the requirements of the Controller's Office as well as other departments such as Financial Operations, Financial Services, General Counsel, and Management & Budget.

Responsibilities
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Assist in the preparation of quarterly Federal Financial Reports as required by federal funding agencies.
  • Assist with the requisition processes outlined in various grant agreements with FTA, FRA, FEMA, USDOT, USDOJ, NYS, and NYC.
  • Manage the contract registration and requisition processes set forth by the NYC Financial Management System.
  • Manage quarterly billing process to counties for the Statewide Mass Transportation Operating Assistance Program (STOA). Manage annual station maintenance billing process and CPI calculation for MTA Board approval.
  • Provide audit requirements and assist in the resolution of audit issues.
  • Perform monthly reconciliation of the Capital System to PeopleSoft General Ledger, including IMPACT requisitions and ECHO drawdowns.
  • Establish and continually review internal controls to ensure policies and procedures are applied, and significant risks are mitigated.

Required Qualifications

  • Must have knowledge of the PeopleSoft financial system or similar.
  • Must have strong financial reporting skills including database query tools ( WebFOCUS ).

Required Education and Experience
  • Bachelor’s Degree in Arts/Sciences (BA/BS) in Accounting, Finance, or a related field.
  • Minimum 5 years of accounting or related experience.
Preferred Education and Experience
  • Minimum 3 years i n a managerial and/or leadership role over people and/or processes.
  • Must have knowledge of IMPACT capital system.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA’s policies and procedures.
