This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:

Assist in the preparation of all corporate monthly and quarterly financial reports and financial statements. Perform quality assurance of monthly account analysis of all financial operations, payroll, revenue, Capital, and Controller Department accounts. In coordination with OMB, manage the development and implementation of the cost allocation methodology to allocate all MTA costs back to MTA operating agencies. Oversee and develop the various overhead rate calculations and forecasts for the commuter railroads, as they relate to billings to third parties, intercompany, and the capital programs.

Responsibilities:
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Direct and oversee all facets of the inter-agency allocations. In coordination with OMB, oversee the evaluation and establishment of any methodologies related to allocations and/or financial reporting. Direct the establishment and management of data required for allocations of expenses. Work closely with Peoplesoft & IT staff to develop the necessary system enhancements required to collect crucial data.
  • Manage the calculation of the annual overhead for force account labor, fringe benefits, equipment rental, force account insurance and material handling rates utilized for capital and reimbursable activity; Ensure consistency across all MTA agencies and develop any unique rates – i.e., Amtrak, warranty rates, etc. commuter railroads
  • Intercompany reconciliations & analysis of charges and billings for services between all MTA agencies.
  • Manage the monthly accounting close process, ensuring accurate and timely posting to the general ledger. Assist in the preparation of all corporate monthly and quarterly financial reports and financial statements, including management discussion and analysis (MD&A), footnotes and fluctuations analysis, as required.
  • Perform monthly oversight of all account analysis for accuracy, timely resolution of variances, and identification of recurring issues. Report changes in processes, information flow, training, etc.
  • Prepare and submit timely FTA National Transit Database (NTD) annual filings. Coordinate and manage the year-end audit process with external auditors, including financial statement audits, NTD reporting audits, and other required examinations by overseeing audit timelines, responding to information requests, ensuring data accuracy and compliance, and addressing audit comments and recommendations.
  • Review and approve various month-end and year-end journal entries and ensure completeness, accuracy, and appropriate supporting documentation.

Required Qualifications:

Required Education and Experience:
  • Bachelor’s Degree in Arts/Sciences (BA/BS) Accounting & Finance
  • Minimum 6 years in Accounting or Audit
  • Minimum 3 years in a managerial and/or leadership role
Preferred Education and Experience:
  • Master’s degree in Arts/Sciences (MA/MS)in a related field
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body
  • Familiarity with the MTA’s policies and procedures.
