Hudbay Minerals U.S. Business Unit is seeking a Manager, Environmental to oversee environmental permitting and compliance for Copper World-related projects in Arizona.
The role reports to the General Manager and leads a team of professionals on air, water, and regulatory programs. The position requires 10+ years in environmental permitting within mining, strong leadership, and experience coordinating with agencies to ensure permit compliance and timely reporting.
Qualifications
- Bachelor's degree in Civil/Hydrology/Environmental/Mining or related field.
- 10+ years of environmental permitting/site management experience.
- Experience operating mining operations and with compliance monitoring programs.
- Competency in waste management, groundwater monitoring/modeling, and geochemical processes related to mining sites.
- Experience with state and federal permitting of exploration and mining projects.
Responsibilities
- Develop environmental permitting plans and strategies to align with exploration and mine plans.
- Coordinate audits (internal and external) and address hazards.
- Maintain relationships with governmental agencies and represent the company in inspections.
- Mentor and develop staff in all aspects of the environmental program.

Reporting to the General Manager, Copper World this position is responsible for ensuring company compliance with all local, county, state, and federal environmental regulations, including air quality, waste, and water as well as managing the permitting activities of the Company. This position will be responsible for environmental aspects of the Copper World Project, including managing and directing employees and consultants on various projects directly related to, and required by, company environmental permits and authorizations. This position also provides project-level management duties that include the preparation and review of designs and technical reports, permit amendments, compliance schedules, and other related documentation.
Work With The Director Of Permitting And Sustainability In The Development Of Documentation And Designs As Necessary For Permitting Activities, Including Permit Amendments And Compliance. Permits And Programs To Be Maintained Or Considered Include, But Are Not Limited To
- Air Control Permit issued by the Arizona Department of Environmental Quality (ADEQ) and Air Activity Permits issued by ADEQ and /or Pima County
- Aquifer Protection Permit (APP) issued by ADEQ.
- 401 Certification Program by ADEQ, if required under 404 permitting
- Floodplain Use Permitting
- Arizona Pollutant Discharge Elimination System (AZPDES) Program
- Spill Prevention, Control, and Countermeasures (SPCC) Program
- National Environmental Policy Act (NEPA) Program (on federal lands)
- Emergency Planning and Community Right-to-Know Act (TRI)
In Addition To The Above, The Following Monitoring Programs Are Currently Being Handled By The Environmental Department, Or Assigned Consultants, And Require Inspections And Field Work, Data Gathering And Analysis, And Documentation
- Spring, Stormwater, groundwater, revegetation, biological resource, Cultural resource, rain gage and meteorological station, and specialty field sample monitoring
The Environmental Department is responsible for the development and management of plans related to the final permits or company policies such as:
- The project requires the implementation of the following compliance and management plans: Air Quality Compliance, Biological Monitoring, Emergency Response and Contingency, Historic Properties Treatment or Data Recovery, Invasive Species Management, Materials Management, Stormwater Pollution Prevention (SWPPPs), Spill Prevention, Control and Countermeasures (SPCC), Public Access Restriction, Reclamation and Closure (including the Utility Corridor), Site Water Management, Tailings Dust Management, Visual Observation, Waste Rock Handling, Water Programs Quality Assurance Project, POC Well Monitoring, Environmental and Biological Awareness Training, and Cultural Awareness Training.
The following are the responsibilities of the Environmental Department:
- Development of environmental management system, including schedules and tracking.
- Maintain compliance with existing permit conditions and associated reporting obligations.
- Cultural awareness training.
- Environmental awareness training (SWPPP, SPCC, biological, etc.).
General coordination and management responsibilities include:
- General management activities related to Environmental Department (budgeting, etc.)
- Support other departments, such as operations and engineering, in the review and update of specifications, engineering designs, and construction packages to ensure technical and environmental consistency is maintained.
- Coordinate activities between the operations, engineering and permitting teams as necessary while incorporating permitting and agency requirements, including plan development.
- Coordinate efforts between agencies, consultants, and Hudbay employees as necessary.
- Review and provide comments on reports prepared by consultants, engineers, and Hudbay employees.
- Provide support, guidance and advice to Senior Manager, Environmental & Permitting. Assess, manage, and minimize risks and impacts on the physical environment.
- Develop and implement areas of strategy, policy and standards across the range of activities associated with the environmental footprint including procedures, processes and training in the associated areas. This includes the physical monitoring of impacts, the management of legal obligations, and the development, costing, and implementation as required budget items and support of organizational planning.
- Compile environmental reports and communicate the data as required to agencies and other stakeholders.
- Coordinate audits (internal and external) and address hazards appropriately.
- Maintain an understanding of relevant legislation and other requirements.
The Environmental Department is responsible for the following cultural resource considerations:
- Management of the cultural heritage components and engagement with Native American Tribes.
- Develop and manage a cultural heritage management plan, including tracking and management measures.
- Manage data recovery efforts and development of data recovery plans and recovery reports.
- Maintain inventories of historic properties including private and oversee the land disturbance protocol and associated cultural heritage process prior to any disturbance including consultation with Native American Tribes and other interested parties.
- Involve Tribal entities on data recovery efforts on prehistoric cultural sites.
- Consider cultural heritage in the development of reclamation plans, including associated reporting with affected agencies.
- Management of cultural heritage consultants in planning, scheduling, and coordinating cultural heritage fieldwork and stakeholder meetings.
- Perform field efforts on private land accordingly to anticipate future expansion onto federal lands associated with the National Environmental Policy Act (NEPA) process and ultimate development of a Mine Plan of Operations. Familiarity with applicable requirements contained within developing an Environmental Impact Statement (EIS).
The Environmental Department is responsible for the following biological resource considerations:
- Manage biological resources programs and field surveys, include survey reports and development of special status species management plans.
- Perform field efforts on private land accordingly to anticipate future expansion onto federal lands associated with the NEPA process and ultimate development of a Mine Plan of Operations.
General Environmental Department duties include:
- Develop scopes of work and manage implementation or assist in the execution of site investigations in accordance with required regulations, procedures, and technical guidance.
- Work collaboratively with multi-disciplinary teams and be responsible for the day-to-day execution of projects.
- Work with staff on the development of documents, permit applications and associated plans/procedures to address company goals and objectives.
- Mentor and develop staff in all aspects of the environmental program.
- Perform work in accordance with company Health and Safety protocols.
- Assist with development of technical scopes of work and cost estimates.
- Manage the financial and technical aspects of project tasks.
- Execute projects to meet technical, quality, budgetary and scheduling requirements.
- Develop, coordinate, and maintain environmental permitting plans and strategies to ensure alignment with exploration and mine plans.
- In addition to the Copper World Project, guide various environmental permitting for multiple properties in differing stages of exploration, expansion, operations, reclamation and closure.
- Develop and coordinate the implementation of environmental procedures and programs.
- Maintain good relationships with governmental agencies and represent the company in government inspections. Be available for emergency assignments.
- Bachelor of Science degree in Civil/Hydrology/Environmental/Mining or other relevant disciplines
- 10+ years of equivalent environmental permitting/site environmental management experience
- Experience at operating mining operations and experience with compliance monitoring programs
- Competency in waste management, groundwater monitoring/modeling, and geochemical processes related to mining sites
