Job summary

Northrop Grumman is seeking a Business Management Manager 2 to lead financial forecasting, EV reporting, and monthly/budgetary activities for the Machinery Operating Unit within Marine Systems. The role oversees cost analysis, pricing support, and compliance across multiple contract types.

Based in Sunnyvale, CA or nearby sites with travel; candidates must have a strong background in government contracts, budgeting, and program leadership.

Qualifications

  • Bachelor's degree or higher with 8 years of industry related experience in finance, accounting, or program control - OR - a Master’s degree with 6 years of experience.
  • Will consider 12 years of applied experience in lieu of degree requirement
  • Understanding of DOD contracts, government Cost Accounting Standards, and the FAR
  • Prior experience with government program budgeting and forecasting, as well as Annual Operating Plan development
  • Prior experience leading a program, project, or personnel
  • Prior experience in proposal preparation and BOE preparation and evaluations.
  • Experience with Earned Value Management
  • Experience with SAP
  • Highly proficient in Microsoft Office suite
  • If based in Sunnyvale, the role requires the ability to travel domestically up to 10% of the time, or up to 25% of the time if working from another specified site in CA.
  • US Citizenship is required.

Responsibilities

  • Lead or coordinate business management functions including financial forecasting, EV reporting, and monthly reporting.
  • Develop business strategy and forecasting for Long Range Strategic Plan and Annual Operating Plan.
  • Prepare and present financial data, including variance analysis and forecasts to senior management and stakeholders.
  • Support pricing and proposal activities, reviewing RFPs and subcontractor flow-downs, and pricing strategies.
  • Manage risks with multiple contract types from execution and financial perspectives.
  • Ensure compliance with company policies and internal controls; support audits.
  • Provide leadership for a team of Business Management analysts and foster professional development.

We are looking for you to join our team as a Business Management Manager 2 with preferred location Sunnyvale, CA. Other Northrop Grumman sites such as San Diego, CA, Woodland Hills, Redondo Beach, CA, or McClellan, CA may be considered with frequent travel to Sunnyvale, CA. This position offers the 9/80 schedule.

What You’ll Get To Do

The Business Management Manager 2 will or lead a Product Line within the Machinery Operating Unit of Marine Systems reporting to the Operating Unit Business Manager. The Manager 2 will coordinate and lead business management functions including but not limited to financial forecasting, Earned Value Management, and monthly reporting. They will oversee key line forecasting, work authorization, implementation of EV reporting, program budgeting, estimate at complete development, and various financial reporting activities. The Manager 2 will develop business strategy and forecasting, through internal or external deliverables such as the Long Range Strategic Plan and the Annual Operating Plan and be responsible for preparation and presentation of financial data, including variance analysis and forecasts to senior management and internal and external customers. The Manager 2 will Support of pricing and proposal activities, developing proposals from draft RFP to award, including review of RFP, FAR clauses, coordination with subcontractor flow-downs, basis of estimates, indirect rates, pricing strategies, cash management, negotiation strategy and oversight, and presenting to Senior Management. The Manager 2 will manage risks with multiple contract types from both an execution and financial perspective. They will coordinate cost and schedule analyses and preparation of reports to ensure contracts are within negotiated and agreed-upon cost and schedule parameters and government cost control guidelines. The Manager 2 will ensure compliance with all NGC policies, internal controls and disclosed practices and provide internal and External support of compliance audits. The Manager 2 will provide direct management for a team of Business Management analysts, Develop professional and management talent within the Business Unit. The successful candidate must have a proven track record in leading a diverse team as well as the ability to promote the professional development of the business management workforce, fostering a collaborative culture that sustains the momentum around ethics and integrity, employee engagement, affordability, innovation, value growth and continuous improvement.

Preferred Qualifications
  • Bachelor’s degree or higher in Business Management, Business Administration, Accounting, Economics or related field of study.
  • Experience with financial systems such as COBRA, COGNOS, Business Warehouse, MPP
  • Prior experience preparing and presenting financial analysis to team and/or management.
  • Prior experience the Aerospace and Defense industry
  • Experience in Cost CDRL preparation
  • The ability to obtain and maintain a US Government Secret Clearance

Primary Level Salary Range: $133,100.00 - $199,700.00. The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
