Northrop Grumman’s Space Sector invites you to join as a Business Management Manager – Level 2 in Linthicum, MD. You will lead program control activities and resource management, shaping financial strategies and performance across contracts.

The role emphasizes EVMS oversight, COBRA reporting, and collaboration with customers and teams. Requires Top Secret clearance and readiness for a 9/80 schedule with 10% travel.

Qualifications

• Requires a U.S. Government Top Secret clearance at application or within scope, with ability to obtain SCI clearance.
• Experience in finance, accounting and/or program control within government contracts.
• Understanding of government Cost Accounting Standards and the FAR.
• Experience with Earned Value and performance measurement baseline concepts across multiple contracts.
• Program control environment experience—cost control systems, costs and schedules monitoring.

Responsibilities

• Program resource management including cost estimation, allocation, tracking, and analysis.
• Prepare and present financial data to internal and external customers with variance analysis and forecast.
• Compliance and financial reporting supporting AOP and monthly IF.
• EVMS oversight with COBRA reporting to satisfy deliverables.
• CEAC preparation and review.
• Assist with contract negotiations and pricing/proposal activities.
• Review contractual documents including Technical Task Orders.
• Collaborate with customer and functional teams; manage PCA staff.

As a Business Management Manager – Level 2 located in Linthicum, MD, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one.

This position will work a 9/80 schedule, with every other Friday off.

Job responsibilities include, but are not limited to, the following:

• Program resource management, including cost estimation, allocation, tracking, and analysis
• Preparation and presentation of financial data to internal and external customers, including variance analysis and forecast
• Compliance and financial reporting in support of Annual Operating Plan (AOP) and monthly Indicated Finals (IF)
• EVMS oversight with COBRA reporting to satisfy internal/external deliverables.
• Comprehensive Estimate-at-Complete (CEAC) preparation and review
• Assistance with contract negotiations
• Support of pricing and proposal activities
• Review of contractual documents, including Technical Task Orders
• On-going collaboration with the customer and functional teams
• Management and development of Program Control Analyst (PCA) staff
• Other duties as assigned

Basic Qualifications

• Bachelor’s degree with 8 years of professional experience – OR – Master’s degree with 6 years of professional experience
• Requires a U.S. Government Top Secret security clearance at the time of application, current and within scope, with a willingness and ability to get a SCI clearance
• Prior experience in finance, accounting and/or program control
• Understanding of government contracts, government Cost Accounting Standards, and the FAR
• Experience with Earned Value and performance measurement baseline concepts and ability to apply them to multiple contracts, CLINs and control accounts.
• Prior experience in a Program Control Environment - setting up cost control system, and monitoring costs and schedules on contracts requiring validated cost schedule control system
• Proficient in Microsoft Office suite, SAP, and Business Warehouse (BW)
• Prior experience preparing and presenting financial analysis to team and/or management.

Preferred Qualifications

• Bachelor’s degree in Business Administration, Accounting, Finance, or a related discipline
• MBA or CPA certification
• Previous experience managing/supervising program, project, or personnel. This may be a lead position on a team.
• Experience with Cognos forecasting system
• Current, active U.S. Government Top Secret with SCI clearance

Primary Level Salary Range: $127,100.00 - $190,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
