Job summary

The New Jersey Department of Transportation (NJDOT) seeks a Manager, Bureau of Geotechnical Engineering and Bridge Policy, within the BEIM Division of Capital Program. This executive role supervises Geotechnical Engineering, Geology/Rock Mechanics, and Bridge Policy units and reports to the Director.

Responsibilities include overseeing geotechnical design for in-house bridge projects, QA/QC, subsurface investigations, and policy development. Location: Ewing; Salary: $164,122.25 per year.

Qualifications

The New Jersey Department of Transportation (NJDOT) is seeking candidates for the position of Manager, Bureau of Geotechnical Engineering and Bridge Policy, within the Bridge Engineering and Infrastructure Management (BEIM) Division of Capital Program (CPM). This position reports directly to the Director, Division of Bridge Engineering and Infrastructure Management/State Transportation Engineer. The three (3) areas supervised by this Executive Manager are the activities of the Geotechnical Engineering Unit, the Geology/Rock Mechanics Unit, and the Bridge Policy Unit.

The Bureau Manager is responsible for performing geotechnical engineering design services for in - house bridge design projects. The Geotechnical Engineering unit develops subsurface investigation programs and geotechnical foundation recommendations for in - house design projects, performs scour modeling and scour mitigation, and performs SME reviews of consultant design projects. The unit also provides geotechnical engineering support services during construction, reviews critical shop drawing submittals, and provides consultation and emergency response during construction and for unanticipated subsurface conditions and extreme weather triggered events. The Geology unit inspects, monitors and inventories rock slopes, develops projects for rockfall mitigation, reviews program - wide (in - house and consultant designed) subsurface investigation programs, and provides emergency response services in the event of rockfalls and slope instabilities. The Bridge Policy Unit develops and maintains the NJDOT's structural design standards, including the Design Manual for Bridges and Structures, standard bridge construction details, standard details for sign structures and other miscellaneous structures, and the Division Quality Management Plan. The Unit also coordinates Division research activities, reviews AASHTO COBS ballot items, reviews New Technologies and Products, and provides Local Bridge Funding program support.

The primary responsibilities of this position are as follows:

• Plan, organize and oversee the geotechnical engineering services for the design of bridges, culverts, walls, related infrastructure, and ancillary structures for in - house design projects.
• Manage and direct staff responsible for the performing quality control and quality assurance activities related to in - house geotechnical design work.
• Plan, organize and oversee various geotechnical engineering and geology support services, including subsurface investigation programs and Subject Matter Expert (SME) reviews, in support of bridges, structures, and roadways for in - house and consultant projects as necessary throughout the State.
• Plan, organize and oversee geotechnical related construction engineering services, including working drawing reviews, for in - house bridge and consultant structural projects as necessary.
• Plan, organize and oversee staff responsible for conducting field visits to determine geotechnical conditions, providing guidance and direction, as needed, to resolve construction problems, and developing immediate solutions when emergent conditions arise.
• Plan, organize and oversee staff responsible for managing NJDOT's inventory of rock slopes throughout the State.
• Provide leadership and oversight for developing and issuing bridge, structural, and geotechnical design policies and standards through the issuance of BDCs, CANs, and QIAs.
• Plan, organize and oversee staff responsible for reviewing new technologies and products, coordinating division research activities, reviewing AASHTO ballot items, and providing support to Local Aid for the review Local Bridge Funding applications.
• Plan, organize and oversee staff responsible for developing staff augmentation task orders through CPM staff augmentation agreements for consultants providing engineering support to the bureau for the achievement of the bureau and division goals and work assignments.
• Provide clear, timely, and cost - effective guidance and technical direction to staff in support of Geotechnical Engineering, Geology, and Bridge Policy activities.
• Perform administrative functions for the management of bureau staff. This includes but is not limited to: developing and monitoring budgets, management of personnel, identifying critical needs, hiring staff, reviewing time sheets, conducting performance reviews, providing training and staff development, identifying and procuring resources, coordinating with other units within the NJDOT, and completing work assigned to the bureau to meet Capital Program goals on schedule and within budget.

REQUIREMENTS

Education: Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering with a major in structural or geotechnical engineering or a Bachelor's degree in Geological Science.

Experience: Seven (7) years of professional experience in the design and delivery of structural and/or geotechnical engineering or geology projects. The position requires a clear understanding of the relationships and dependencies of the various component activities in the NJDOT project delivery process, the management of project schedules and budgets, and NJDOT policies and processes. Strong experience with and understanding of the AASHTO LRFD Bridge Design Specifications and the NJDOT Design Manual for Bridges & Structures is required. The indicated experience must demonstrate direct and specific involvement with such projects on a structural and geotechnical basis as well as a cross - functional basis.

Applicants should possess strong managerial and administrative skills with emphasis on communications, analytical skills, and program planning and design concepts. Evidence of this experience should be included in the response package. Applicants should be familiar with consultant contract administration and methodologies, staff performance monitoring, budget and schedule controls, team building, etc. Three (3) years of the required experience shall have been in a higher level supervisory or managerial capacity.

Preferred Qualities/Experience:

• Professional Engineering (P.E.) License in the State of New Jersey
• Designed a bridge or major element of a bridge such as a bridge foundation or substructure within the last five (5) years
• Designed, planned, or managed the delivery of a rockfall project within the last five (5) years
• Delivered two (2) bridge projects (plans, specifications and estimates) within the last five (5) years
• Written special provisions for a non - standard structural element of work
• Working knowledge of the AASHTO LRFD Bridge Design Specifications and the NJDOT Design Manual for Bridges and Structures
• Reviewed structural contract plans including substructure, foundation, and/or ground improvement elements for the support of structures and embankments for conformance with AASHTO and NJDOT Requirements
