Job summary

Job description

The primary purpose of this position: Position in the Group Commander's Support Staff (CSS). As such, the incumbent will administer and direct the Group Commander's Support Staff functions to ensure smooth day-to-day operations.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

Specialized Experience
  • In-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers.
  • Knowledge of the mission and unit is essential in addition to established management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution.
  • Sufficient knowledge of administrative processes, procedures automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data; and good knowledge and control of the English language and have ability to communicate orally in order to conduct briefings, give instructions, and resolve disputes.
Education

Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

Federal Time-in-Grade (TIG) Requirement

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Knowledge, Skills and Abilities (KSAs)
  • In-depth knowledge of administrative and military personnel policies, procedures, Reserve mission, training methods and programs, rules, guidelines, and instructions.
  • In-depth knowledge of the automated systems, personal computers, hardware, and software.
  • Ability to analyze data/products.
  • Ability to plan, organize and direct the functions and staff of an organization; communicate effectively with diverse groups of individuals, both orally and in writing.
  • Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity.
  • Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission.
  • Knowledge of administrative processes and procedures.
  • Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
  • Knowledge of training goals and objectives to assist in the management and implementation of training goals for the CSS personnel.
Part-Time or Unpaid Experience

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
