The Minnesota Campaign Finance and Public Disclosure Board is looking for a highly responsible person who will work in a hybrid home and office work environment as part of a team that administers campaign finance, lobbying, and economic interest disclosure programs for the state. The successful candidate will also need to work independently to use legal expertise and training to make judgments and recommendations to Board management. The position conducts legal research and investigations resulting from complaints filed with the Board or from Board actions initiating investigations. This position requires the ability to develop and write proposed findings of fact, conclusions of law, and orders.
This position will be responsible for the ongoing detailed audit of reports filed with the Board to determine whether compliance violations exist. This position will provide in depth analysis of filed reports to identify patterns, omissions, or reported transactions that suggest possible violations.
This position additionally works with a team to provide support and training to treasurers and candidates on the reporting and compliance requirements for running a campaign for state office in Minnesota. The position is responsible for providing accurate and timely answers to questions from the public and the regulated community regarding all programs administered by the Board.
This position will a be involved in the management of the campaign finance, lobbying, and economic interest disclosure programs.This includes helping the regulated community file required registrations and reports.The position will also provide data analysis and program analysis with the goals of providing more meaningful data in contexts that citizens can use and of developing and implementing plans, policies, and procedures to improve the Board's programs and to ensure that they align with the Board's mission and goals and with statutory requirements.
This position is eligible for a hybrid telework arrangement. With a telework arrangement, onsite attendance will be required for team members or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy for details.
Three (3) years of work experience in research, policy analysis, rulemaking, and/or legislative liaison to include the following duties:
A degree inLaw, Public Policy, Public Administration, Political Science, or a closely related fieldwill substitute for experience, as follows:
Juris Doctorate = 24 months of experience
Master’s degree = 18 months of experience
Bachelor’s degree = 12 months of experience
Associate degree = 6 months of experience
