Job summary

The U.S. Secret Service, Office of Field Operations, Los Angeles Field Office, seeks qualified applicants to study program operations by analyzing data, developing reports, and communicating strategies.

This role involves identifying inefficiencies and providing actionable recommendations to stakeholders. Qualified candidates may qualify at GS-9 or GS-11 levels based on experience and education, including master’s or doctoral degrees and relevant combinations.

Qualifications

  • One year of specialized experience equivalent to GS-7 level.
  • One year of specialized experience equivalent to GS-9 level (for GS-11): coordinating surveys, focus groups, or other information gathering to conduct data analysis.
  • Master's level graduate degree or 2 years of progressively higher-level graduate education leading to such a degree.
  • Ph.D. or equivalent doctoral degree, LL.M., or 3 full years of progressively higher-level graduate education leading to such a degree.

Job description

Joining the Secret Service, Office of Field Operations, Los Angeles Field Office will allow you to conduct studies of program operations by analyzing data, developing report and communication strategies, identifying program inefficiencies and provide recommendations to program improvement to stakeholders. To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-9 level if you possess one of the following:

GS-9 level
  • One year of specialized experience equivalent to the GS-7 level performing duties such as:
    • Assisting with the improvement of administrative procedures or workflow processes.
    • Collecting program or administrative data from various sources.
    • Coordinating with stakeholders to track action items or support program requirements.
  • OR Master's or equivalent graduate degree, LL.B., or J.D. or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates that knowledge, skills, and abilities necessary to do the work of the position.
  • OR A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent by 18. Add the two percentages.
GS-11 level
  • One year of specialized experience equivalent to the GS-9 level performing duties such as:
    • Coordinating surveys, focus groups, or other information gathering to conduct data analysis.
    • Assisting with reviewing documents and information products that support recommendations or solutions.
    • Reviewing various data from various sources to make recommendation for program improvements.
  • OR Ph.D. or equivalent doctoral degree, LL.M., or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
  • OR A combination of education and experience may be used to qualify for this position if the computed percentage of requirements is at least 100%. To compute the percentage of requirements, divide your total months by experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time-in-Grade Requirements

Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. The qualification requirements listed above must be met by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
