Job summary

Citizenship and Immigration Services is seeking a Management and Program Analyst to implement, coordinate, and analyze a range of management programs. The role includes preparing briefings and presentations for senior leadership and coordinating with IT for essential systems management.

The position requires experience with project lifecycles, data analysis, and the ability to deliver option papers and staff reports. Open to federal candidates with Time-in-Grade considerations.

  • Advise on the impact of proposed or implemented changes and recommend alternatives to resolve management problems.
  • Identify new or modified methods, processes, and procedures for administering program services.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/10/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/10/2026.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:

  • Assist in all phases of a project lifecycle to include initiation, planning, execution, monitoring/controlling, and closure.
  • Utilize analytical methods and techniques to study and audit system performance and compliance, as well as compliance to agency screening requirements.
  • Manage the access and contract functions for commercial databases; and, liaise with team members and agency IT office to manage the Directorate's IT systems.
  • Advise on the impact of proposed or implemented changes in mission or resources and recommends alternative courses of action and possible solutions to resolve management problems.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:

  • Identify new or modified methods, processes, and procedures for administering program services.
  • Analyze data and identifies significant findings and recommend improvements in program operations.
  • Organize and deliver briefings to present findings, solutions, and recommendations to managers, and prepares option papers and staff reports.
  • Develop recommendations for program officials and supervisors.
  • Advanced knowledge of project management principles and processes to complete all phases of a project lifecycle.
