GEORGIA RECREATION AND PARK ASSOCIATION INC is seeking a Management Analyst to support the Leisure Services Department with financial and operational analysis, budgeting, and systems administration.

Qualifications

  • Bachelor's Degree in Public/Business Administration, Data Analytics, Accounting, Management, Finance, or a related discipline required, with three years of management analysis, auditing, budgeting, accounting or related experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
  • Must have or obtain within twelve (12) months of hire FEMA’s NIMS 100, 200, 700 and 800 level training and maintain these trainings throughout employment.
  • Must possess a valid driver's license.
  • Master's degree preferred.

Responsibilities

  • Coordinates development of the Department’s fiscal year operating budget; analyzes historical data and expenditure and revenue trends, develops forecasts; monitors budget performance; and advises Director in achieving budgetary control and resolving budget issues.
  • Develops, monitors, and evaluates Department performance measures and data collection systems; analyzes qualitative and quantitative data; develops evaluation strategies using cost-benefit analysis, regression analysis, time series analysis, and other statistical methodologies to assess programs and services; and prepares reports, dashboards, flow charts and other tools to support management decision making.
  • Serves as the Department’s lead coordinator for CAPRA accreditation and reaccreditation; coordinates the collection and maintenance of required documentation; assists staff in interpreting and addressing accreditation standards; monitors ongoing compliance and progress; and coordinates departmental participation in accreditation reviews and related continuous improvement efforts.

Purpose of Job

The purpose of this job is to support the Leisure Services Department through financial and operational analysis, performance management, systems administration, and organizational improvement. The Management Analyst coordinates departmental budget development and financial monitoring; analyzes operational, financial, and service delivery data to support informed decision making; administers key departmental management systems; and supports planning for departmental operations, facilities, programs, and services. This position coordinates department wide initiatives including accreditation, performance measurement, and process improvement; provides training and guidance to staff; and collaborates with internal and external partners to promote efficient, consistent, and effective service delivery.

Work Schedule:

Monday - Friday, 8:00 am to 5:00 pm. Occasional evenings and weekends as needed for special event support.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy

Minimum Training & Experience Required to Perform Essential Job Functions

Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Financial Management & Analysis
  • Coordinates development of the Department’s fiscal year operating budget; analyzes historical data and expenditure and revenue trends, develops forecasts; monitors budget performance; and advises Director in achieving budgetary control and resolving budget issues.
  • Assists with operational and financial planning for new, expanded, or renovated facilities, including the development of projected staffing, utilities, maintenance, equipment, technology, contractual services, supplies, revenues, and other ongoing operational costs.
  • Assists with financial tracking and reporting of capital programs and SPLOST-funded projects managed by the Department; develops reports summarizing expenditures, encumbrances, and planned future liabilities for each improvement project.
  • Prepares reports and presentations concerning departmental expenditures, revenues, grants, donations, and scholarships; develops associated charts, graphs, and spreadsheets for budget development and financial reporting.
  • Coordinates financial and budgetary communications within the Department and with other ACCGov departments; provides guidance and information to departmental staff regarding financial processes, requirements, and procedures.
  • Evaluates revenue from all fees and charges, grants, and donations; works with staff to recommend fee changes based on cost analysis and professional trends.
  • Audits financial operations of all department grants, gift shop sales, cash funds, and point-of-sale operations; recommends appropriate changes as need to ensure integrity of systems.
  • Oversees departmental cash-handling, reconciliation, and deposit processes; reviews financial activity for accuracy and compliance, coordinates deposits and related documentation; and provides guidance and training to staff responsible for fiscal operations.
Operational Analysis & Performance Management
  • Conducts reviews and analyses of Department operations, fiscal affairs, organizational structure, business processes, and responsibilities to improve efficiency, effectiveness, consistency, and service delivery.
  • Develops, monitors, and evaluates Department performance measures and data collection systems; analyzes qualitative and quantitative data; develops evaluation strategies using cost-benefit analysis, regression analysis, time series analysis, and other statistical methodologies to assess programs and services; and prepares reports, dashboards, flow charts and other tools to support management decision making.
  • Monitors the department’s strategic planning process and recommends updates; participates in the ACCGov strategic planning process.
Systems Management & Departmental Support
  • Serves as the primary departmental point of contact, system administrator, and subject matter expert for recreation management, work order and asset management, financial, and other department management systems; oversees system administration coordinators troubleshooting and upgrades, ensures data integrity, provides user support and training, and acts as liaison with internal IT staff, vendors, and other stakeholders.
  • Assists staff in monitoring partner agencies for contract compliance, reports, and recordkeeping to ensure all written requirements are met and staff is able to report on performance issues.
  • Assists with writing agenda items and the preparation of materials to be distributed to Commissioners.
  • Develops and provides staff training on fiscal operations, departmental systems, data management, and related policies and procedures.
