Qualifications

Job description

Position Information

This classification oversees the administration of support services including financial and procurement functions, human resources support, registration systems, national accreditation, permitting, and departmental communications and community relations for the assigned department. Working under the direction of the Director or Deputy Director, the position operates at an advanced managerial level, providing strategic oversight, coordination, and leadership across multiple divisions and complex service areas.

Essential Functions
  • Plans, organizes, supervises, and evaluates assigned staff. Recruits, interviews, hires, trains, coaches, and evaluates assigned employees; addresses employee concerns; administers disciplinary actions as appropriate; ensures compliance with County personnel policies and procedures.
  • Coordinates daily operations, establishes priorities, assigns responsibilities, monitors work progress, and provides technical guidance and support to assigned employees; develops work schedules and conducts staff meetings.
  • Develops division goals, objectives, work plans, and performance measures.
  • Manages, coordinates, and reviews departmental administrative operations and administrative processes to ensure compliance with applicable federal, state, and local laws, regulations, policies, procedures, and professional standards; identifies opportunities for improvement and recommends changes to increase efficiency and effectiveness.
  • Manages departmental administrative systems including records retention; also develops and maintains operational manuals, master forms, and administrative processes to support efficient and consistent service delivery.
  • Responds to public inquiries, coordinates open records requests, and provides administrative support to internal and external customers.
  • Oversees and manages departmental recruitment and hiring procedures with the Employment Services Department; ensures compliance with all applicable County policies and procedures.
  • Works with departmental leadership to support workforce development and employee engagement efforts.
  • Manages the department’s onboarding program, training initiatives, professional development activities and employee recognition program.
  • Develops, administers, and monitors budgets and financial activities. Oversees revenue transaction procedures and purchasing functions in coordination with County Finance and Procurement Departments; ensures compliance with all applicable financial policies and procedures. Monitors expenditures, evaluates budget performance, assists with long-range financial planning, and supports the effective stewardship of departmental resources.
  • Manages and oversees coordination of departmental communications, marketing, branding, and public information needs with the Communications Department. Works with department divisions to identify communication priorities, gather information, and ensure timely submission of content requests and supporting materials. Reviews and provides input on marketing and communication materials for accuracy, consistency, and alignment with departmental goals and objectives.
  • Oversees and manages departmental website updates ensuring compliance with County branding standards, ADA guidelines, and in support of marketing strategy.
  • Coordinates the development and installation of park signage, and other informational materials.
  • Coordinates events, ceremonies, groundbreaking/ribbon cutting events, recognition programs, and other departmental functions requiring administrative and public engagement support.
  • Oversees administration, operation, and evaluation of recreation management and registration software systems, including customer registration, reservations, reporting, operational support, and user training. Coordinates software enhancements and serves as departmental liaison for system-related issues.
  • Conducts, coordinates, and evaluates surveys, and operational analyses to support strategic planning and continuous improvement efforts.
  • Tracks and analyzes performance measures, operational data, and statistical information; prepares reports, presentations, recommendations, and other administrative documents for department leadership; collaborates with departmental leadership to improve service delivery, operational effectiveness, and customer satisfaction.
  • Monitors demographic, social, cultural, and industry trends and maintains departmental benchmarking information through the National Recreation and Park Association (NRPA) Park Metrics program and other applicable resources.
  • Coordinates and manages the department's accreditation process through the Commission for Accreditation of Park and Recreation Agencies (CAPRA). Maintains accreditation documentation, coordinates departmental compliance efforts, and assists with accreditation reviews and site visits.
  • Prepares and submits applications for local, state, and national awards and recognition programs, including those administered by the Georgia Recreation and Park Association (GRPA) and the National Recreation and Park Association (NRPA).
  • Attends meetings, public events, professional conferences, community functions, and other stakeholder engagements.
  • Maintains current knowledge of industry trends, regulatory requirements, accreditation standards, administrative best practices, communications strategies and professional development opportunities through participation in professional organizations, conferences, workshops, and continuing education.
  • Performs related duties and special projects as assigned.
Additional Functions
  • Operates a motor vehicle to conduct work activities.
  • Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, processing incoming/outgoing mail, cleaning/maintaining workspace.
Minimum Qualifications
  • Performs other related duties as required.
  • Bachelor’s degree from an accredited college or university in Business Administration, Recreation or closely related field; supplemented by four (4) years of progressively responsible experience and/or training that includes business operations, fiscal management, human resources, community relations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Certified Parks & Recreation Professional (CPRP) status through the National Recreation & Park Association (NRPA) is preferred. Must possess and maintain a valid Georgia driver’s license.
