Job summary

County of York is seeking a skilled analyst in the Department of Information Technology to manage budgeting, procurement, contract administration, and asset management. The role includes developing dashboards and reports to support financial and operational decisions.

Qualifications

Responsibilities

Description
  • Responsible for performing a variety of complex professional, analytical, fiscal, procurement, contract administration, technology asset management, and business process improvement work for the Department of Information Technology. Coordinates the department's operating and capital budget support, purchasing, vendor and maintenance renewals, inventory controls, cost allocation, and related reporting. Independently analyzes business processes and data, develops recommendations, and implements practical technology-enabled improvements.
  • Coordinates and assists with preparation, administration, monitoring, and reporting of the department operating and capital budgets. Reviews and reconciles expenditures, invoices, purchase orders, blanket purchase orders, purchase card transactions, requests for checks, and related fiscal documentation.
  • Develops management reports, forecasts, worksheets, dashboards, and other tools to support budget and operational decisions. Maintains complete and organized fiscal, procurement, contract, asset, and vendor documentation in accordance with records retention requirements.
  • Maintains purchasing and budget tracking records; identifies variances, discrepancies, emerging obligations, and opportunities for cost control. Prepares and coordinates journal entries and transfers between general ledger accounts and funds in accordance with County procedures. Completes the annual information technology cost allocation report and maintains supporting documentation.
  • Coordinates departmental procurement from initial need through receipt and payment, including specifications, quotations, requisitions, cooperative contracts, and purchasing documentation. Research cooperative purchasing agreements and vendor contracts; performs initial review of pricing, terms, renewals, and administrative requirements and coordinates with Procurement, Finance, Legal, and Risk Management as appropriate.
  • Maintains a comprehensive schedule of contracts, software subscriptions, warranties, maintenance agreements, and renewal dates; initiates renewals sufficiently in advance to avoid service interruption. Works extensively with vendors to obtain information, resolve discrepancies, coordinate returns, and improve service and value. Analyzes purchasing patterns, licensing, maintenance costs, and vendor performance and recommends consolidation, standardization, or other efficiencies.
  • Administers technology asset lifecycle processes, including receiving, inspection, tagging, assignment, inventory, transfer, return, surplus, and disposal. Plans and coordinates periodic physical inventories and prepares reports identifying discrepancies and corrective actions.
  • Develops, documents, monitors and recommends improvements in inventory controls for technology equipment, software, and office consumables. Reconciles technology asset records with County financial and fixed asset records and coordinates corrections with appropriate departments.
  • Reviews ServiceDesk and related systems for data quality and consistency involving assets, users, locations, warranties, and lifecycle status. Assists with departmental strategic planning, performance measurement, policy development, special projects, audits, and records requests. Collects and analyzes operational data, identifies trends, measures results, and prepares reports and recommendations for management.
  • Analyzes administrative, fiscal, procurement, inventory, and operational processes; documents findings and recommends practical improvements. Designs and implements electronic forms, digital signatures, automated workflows, dashboards, and other technology-enabled solutions using existing County platforms when appropriate.
  • Provides technical and administrative research and coordinates projects across departmental and County functional areas.
  • Serves as backup to the Administrative Coordinator for essential departmental administrative functions during absences, vacancies, emergencies, or workload peaks.
Minimum Qualifications
  • Any combination of education and experience equivalent to a bachelor's degree in business administration, public administration, finance, accounting, information systems, or a related field, with four years of progressively responsible experience in budgeting, procurement, contract administration, financial analysis, asset management, business operations, or a closely related area. Governmental experience is preferred.
  • Possession of a valid driver's license issued by the Commonwealth of Virginia.
  • This job is contingent upon successful completion of pre-employment checks to include driving record, criminal history and background checks.

  • Ability to use advanced spreadsheet functions, data validation techniques, and reporting and dashboard tools to analyze, organize, and present financial and operational data.
  • Considerable knowledge of government budgeting, procurement, contract administration, financial controls, and records management.
  • Knowledge of technology asset management, inventory control, software licensing, maintenance renewals, and vendor management principles.
  • Ability to interpret policies, contracts, cooperative agreements, invoices, purchase records, and technical information.
  • Ability to independently organize work, establish priorities, manage recurring deadlines, and coordinate multiple projects.
  • Thorough knowledge of Microsoft 365 applications, spreadsheets, databases, PDF tools, and electronic workflow technologies.
  • Excellent written and oral communication, judgment, customer service, and interpersonal skills.
Physical Demands

Must be physically able to operate a variety of automated office machines which includes computers, calculators, etc. Must be able to exert up to 40 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time.
