Summary/Objective

Under administrative direction, the Management Analyst performs highly complex administrative, financial, operational, and management analyses to support City programs, projects, and initiatives. The position is responsible for conducting research, policy analysis, and program evaluation; developing and implementing administrative procedures; overseeing budgeting, grants, contracts, and project management efforts; and making recommendations to enhance department and citywide efficiency and effectiveness.

The Management Analyst may supervise and provide direction to subordinate employees, including but not limited to Administrative Analysts, Administrative Assistants, and other professional, technical, and administrative staff as assigned. This classification is distinguished by its responsibility for advanced analytical work, often serving as a project lead or subject matter expert within assigned functions. The role requires sound independent judgment, strong initiative, and the ability to manage multiple priorities in a dynamic work environment.

Direct and coordinate the fiscal and analytical operations of the department, which may include, but are not limited to, the functions of budgeting, fiscal control, accounting, purchasing, personnel, grant preparation and analysis, contract administration, capital improvements, and computer operations.
  6. Prepare or supervise the preparation of the departmental budget; review, analyze, and compile budgets of various programs or divisions; explain needs and provide justifications for items; review and decide on expenditure requests and budget variances.
  7. Identify and secure grant funding opportunities, prepare grant applications, and ensure compliance with reporting requirements.
  8. Manage contracts and agreements, including vendor selection, contract negotiation, administration, and performance evaluation.
  9. Develop and implement performance metrics, dashboards, and reporting tools to track program outcomes and efficiency.
  10. Analyze and recommend changes to rate structures, fee schedules, or cost-recovery models based on financial data and service demands.
  11. Monitor and analyze federal, state, and local regulations affecting department operations; provide guidance on compliance requirements.
  12. Serve as a liaison between the City and external agencies, community groups, and professional organizations.
  13. Assist in personnel management functions, including workforce planning, position control, recruitment support, and performance tracking.
  14. Design and maintain department databases, information management systems, and reporting tools for improved data-driven decision-making.
  15. Facilitate project coordination across multiple departments, ensuring deadlines, deliverables, and objectives are met.
  16. Provide professional-level support in policy development, implementation, and program evaluation.
  17. Prepare high-quality written reports, correspondence, and presentations for executive leadership, City Council, and the public.
  18. Problem-solve community concerns, resident complaints, and operational issues, coordinating solutions with relevant stakeholders.
  19. Organize and maintain records, reports, and department-specific documentation.
  20. Administer and update department webpage content, ensuring accurate and timely information.
  21. Confer with representatives of other agencies, committee groups, boards, commissions, and vendors as required by project assignments.
Additional Department-Specific Responsibilities

The Management Analyst may be assigned to various City departments. While the core job functions remain consistent, additional responsibilities may vary based on the needs of the specific department.

Purchasing Division

A Management Analyst in Purchasing Division supports procurement and purchasing activities in accordance with City policies, the California Public Contract Code, and CUPCCAA requirements. The position is responsible for conducting research, policy analysis, developing procurement procedures, supporting purchasing compliance, overseeing contract development, and making recommendations to enhance citywide efficiency and effectiveness. Responsibilities may include:

  1. Research and develop purchasing and procurement policies based on industry best practices, legal requirements, and emerging trends; maintain awareness of changes in public contracting laws and professional standards.
  2. Coordinate the development, posting, and administration of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations to Bid (ITBs), ensuring adherence to statutory requirements and City procurement standards.
  3. Provide contract development and contract administration support, including drafting scopes of work, preparing contract terms, coordinating negotiations, processing amendments, and monitoring vendor performance.
  4. Maintain purchasing records, bid documentation, contract files, and compliance reports in accordance with legal retention standards and audit requirements.
  5. Support departments citywide in navigating procurement processes, vendor selection, purchasing approvals, and documentation requirements.
  6. Review procurement requests for accuracy, compliance, and budget alignment; recommend corrections or alternative procurement methods where appropriate.
  7. Conduct purchasing and procurement compliance reviews and internal audits to ensure consistency with state regulations, local ordinances, and City purchasing policies.
  8. Coordinate vendor outreach, public notices, bid advertisements, and required CUPCCAA notifications.
  9. Train City staff on purchasing procedures, procurement workflows, informal bidding requirements, and CUPCCAA mandates to ensure consistent and compliant practices across all departments.

Supervisory Responsibility

This position exercises direct supervisory professional, para-professional, technical and administrative support staff.

Expected Hours of Work/Work Schedule

Monday – Thursday (4x10 work week). The position must be available to attend evening and weekend meetings as well as respond to emergency situations.

Travel

Regular, local travel is expected for this position. Occasional out-of-town travel for conferences, workshops, and various training opportunities is likely.

Qualification Guidelines

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education

A Bachelor's degree in Public Administration, Business Administration, or a closely related field from an accredited College or University. A Master’s Degree is desired.

Experience

Three years of experience comparable to an Administrative Analyst with experience in governmental budgetary, project, and program analysis.

Condition of Employment

Must possess and maintain a valid California Driver’s License and maintain a clean driving record for insurability through the City of San Jacinto. Failure to maintain license/insurability will result in disciplinary procedures including suspension without pay, demotion, and/or termination without Administrative or Judicial appeal.

Work Environment

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and minimal direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Indoor office environment; the employee is frequently required to sit, stand, walk, use hands and fingers, and reach with hands and arms. Lifting and carrying up to 40 pounds. Noise and temperatures are moderate, and fumes are not generally present.

Physical Demands

This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift books and files from shoulder-level and above, carry, push, and pull materials and objects weighing up to 40 pounds.

Visual acuity to perform routine filing of documents is required; and use of a computer keyboard and software. While performing the duties of this job, the employee is regularly required to see, talk, and hear.

Essential Mental Functions

Regular use of written and oral communication skills, read and interpret data, analyze and solve problems; observe and interpret situations; interact with City staff. Be able to make quick decisions, supervise others, problem solve, read, write, and speak publicly. Essential to be able to read, organize, process and interpret data.
