Job Summary

This is a non-exempt senior field position responsible for performing advanced skilled work involving the inspection, operation, maintenance, repair, and construction of the City's stormwater conveyance system, waterways, drainage infrastructure, pump stations, roadside swales, canals, culverts, exfiltration trenches, outfalls, and related stormwater facilities. Employees in this classification perform complex maintenance activities requiring considerable knowledge of stormwater operations and may serve as the lead worker on assigned projects by providing technical guidance and direction to Stormwater Technicians II. Work is performed under the general supervision of the Stormwater Crew Leader or Stormwater Manager and requires the exercise of sound judgment and independent decision-making in the field.

Employees are hired as AT-WILL employees serving at the pleasure of the City and may be terminated at any time with or without cause.

Performs advanced inspection, maintenance, repair, and construction of the City's stormwater infrastructure.

Serves as the lead worker on assigned maintenance projects and provides technical guidance to Stormwater Technicians II.

Key Responsibilities

• Assists the Stormwater Crew Leader in coordinating daily field activities and work assignments.
• Performs inspections of canals, culverts, catch basins, drainage structures, pump stations, swales, outfalls, and stormwater conveyance systems.
• Operates heavy equipment, trucks, and specialized stormwater maintenance equipment safely and efficiently.
• Performs roadway sweeping, vacuum truck operations, storm drain cleaning, pipe jetting, sediment removal, and vegetation management.
• Identifies drainage deficiencies and recommends maintenance or repair needs to the Stormwater Crew Leader.
• Assists with emergency response activities during flooding, hurricanes, and other emergency events.
• Trains and mentors less experienced Stormwater Technicians II in proper maintenance procedures, equipment operation, and safety practices.
• Maintains accurate inspection records, work orders, equipment logs, and maintenance documentation.
• Ensures compliance with City policies, MS4 Permit requirements, NPDES regulations, and applicable safety standards.
• Performs routine equipment inspections and reports maintenance needs.
• Assists in maintaining inventories of equipment, tools, and materials.
• Responds to customer service requests and assists in resolving field-related issues.
• Performs skilled manual labor under varying weather and field conditions.
• Performs related duties as assigned.

Knowledge & Skills

• Knowledge of the principles, practices, methods, and materials used in the inspection, construction, operation, repair, and maintenance of municipal stormwater drainage systems, waterways, canals, pump stations, and related infrastructure.
• Knowledge of OSHA safety standards, traffic control procedures, confined space entry requirements, and safe work practices.
• Ability to read and interpret engineering plans, utility maps, GIS maps, work orders, and construction drawings.
• Ability to inspect, troubleshoot, and recommend repairs for stormwater facilities and drainage infrastructure.
• Ability to provide technical guidance and training to less experienced employees.
• Ability to work independently with minimal supervision and exercise sound judgment in the field.
• Ability to establish and maintain effective working relationships with employees, contractors, and the public.
• Ability to operate Stormwater Division vehicles, including sweepers, vacuum trucks, dump trucks, stake body trucks, and one-ton trucks.
• Ability to safely operate heavy equipment including excavators, backhoes, front‑end loaders, tractors, skid steers, and other stormwater maintenance equipment.
• Skill in the safe operation, inspection, and maintenance of stormwater equipment, tools, and machinery.
• Ability to use computers, mobile inspection software, work order management systems, and Microsoft Office applications.
• Ability to maintain accurate maintenance records, inspection reports, and equipment logs.
• Ability to respond to after‑hours emergencies and declared emergency.

Education and Experience

High School Diploma or GED. Minimum three (3) years of progressively responsible experience in stormwater maintenance, drainage construction, heavy equipment operation, or related public works maintenance; or an equivalent combination of education, training, and experience.

Licenses and Certifications

• Valid Florida Driver License.
• Florida Commercial Driver License (CDL) Class B
• Florida Stormwater Association Level I Certification preferred or ability to obtain within one (1) year of hire.
• Florida Stormwater Association Level II Certification preferred or ability to obtain within one (1) year of hire.

Work Environment

Work is performed primarily in outdoor field environments with occasional indoor office duties and requires frequent travel between work sites throughout the City. The employee is regularly exposed to varying weather conditions, including extreme heat, humidity, rain, and adverse weather during emergency response operations. Work involves exposure to canals, drainage systems, pump stations, construction sites, roadways with moving traffic, heavy equipment, loud noise, dust, mud, standing water, insects, wildlife, and other environmental hazards associated with stormwater maintenance activities. The position requires operating heavy equipment, commercial vehicles, specialized stormwater maintenance equipment, and working on uneven terrain and around open waterways. This position is designated as an Emergency Response classification and requires the employee to report for duty during hurricanes, flooding events, tropical storms, and other declared emergencies, including after‑hours, weekends, and holidays, to support the operation and maintenance of the City’s stormwater infrastructure.

Physical Demands

The work requires exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Duties require frequent standing, walking, climbing, balancing, bending, kneeling, crouching, crawling, reaching, lifting, carrying, pushing, pulling, digging, and operating hand and power tools. The employee must be able to safely operate heavy equipment and commercial vehicles and perform strenuous manual labor for extended periods under varying weather conditions. The position may require entry into confined spaces in accordance with OSHA regulations and the use of appropriate personal protective equipment (PPE).
