The Role

• Supervising highly skilled facility maintenance personnel covering more than 125 structures throughout the central area of the state;
• Overseeing mechanical, electrical, HVAC, and plumbing systems, keeping them in a state of good repair while ensuring all life and fire safety codes are followed;
• Responding to emergency calls such as repair of frozen or broken pipes, “no-heat” calls, securing facilities due to broken overhead doors or vandalism, and treating backed-up system;
• Monitoring building automation systems;
• Acting as the region liaison for the Plant Facilities Engineer 1 and the office’s Director for ongoing projects such as site improvements and building-related issues at the District headquarters, highway maintenance facilities, and welcome centers/rest areas;
• Scheduling work assignments for employees and contracted labor;
• Researching cost estimates for preventative maintenance, repair work, and equipment procurement;
• Preparing budgetary and project progress reports;
• Processing vendor payments and seeking agency reimbursements; and
• Conducting employee performance evaluations and safety training.

A considerable amount of driving is involved and the individual filling this position is required to maintain a valid Connecticut driver’s license.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising a large crew (6 or more) of highly skilled trade workers and lower-level employees.

EXAMPLES OF DUTIES

• Schedules, assigns, oversees and reviews the work of staff;
• Provides staff training and assistance;
• Conducts performance evaluations;
• Determines priorities and plans crew work;
• Establishes and maintains crew procedures;
• Develops or makes recommendations on the development of policies and standards;
• Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;

• Performs some of the more skilled duties involved;
• May make plans and cost estimates of work to be done;
• Performs related duties as required.

• Considerable knowledge of relevant state and national codes and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the maintenance and repair of buildings.

NOTE: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have included performing skilled tasks in either the maintenance and repair of buildings or the military experience referenced above.

NOTE: For state employees this experience is interpreted at the level of a Skilled Maintainer.

PREFERRED QUALIFICATIONS

• Experienced in disciplines associated with facility management including multiple trade functions.
• Experienced concurrently managing many diverse projects of varying scale and complexity such as troubleshooting repairs and performing upgrades on facility heating, cooling, plumbing, and electrical systems and overseeing fleet maintenance.
• Experienced in Department of Administrative Services’ contract administration including procurement of equipment and services.
• Experienced in construction project management including bidding, material procurement, and renovation and remodeling work.
• Experienced handling administrative responsibilities including providing employee training, scheduling work assignments, and various personnel matters.
• Experienced utilizing computers including Microsoft Word, Excel, Outlook and enterprise financial systems such as PeopleSoft, Core-CT, and inventory management.

SPECIAL REQUIREMENTS

• Incumbents in this class may be required to travel.
• Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

CHARACTER REQUIREMENTS

At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.

A physical examination may be required.

WORKING CONDITIONS

• Incumbents in this class may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment.
• The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
