Job description


The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. Our mission is to provide safe, sustainable water services for our customers while protecting public health and contributing to the economic, environmental, and social vitality of our communities.

TheMaintenance Specialistfunctions as the primary crew leader and heavy equipment operator for each construction crew assigned to the Easement Maintenance Program within the Sewer Maintenance Division. Crews within this program are tasked with removing vegetation from sanitary sewer easements in order to establish or maintain access for staff and heavy equipment, typically utilizing a wide range of gas-powered equipment from chain saws and weed eaters up to large tractors, bushhogs, and forestry mulchers. In addition to heavy equipment operation, incumbents also provide crew supervision, hauling/transport, jobsite planning, work documentation, and manual labor support functions for assigned work.

Work Location:
This position will report to the Lake Woodard Operations Center, located at 3324 Lake Woodard Drive, Raleigh, NC 27604.

Staff assigned to this role will provide functions critical to completion of the following tasks:

  1. Daily vehicle and equipment inspections

  2. Acts as lead worker overseeing all aspects of job completion, including managing subordinate staff on jobsites and monitoring of work-related tasks

  3. Jobsite planning, setup, and teardown

  4. Safety tailgate briefings prior to assigned work

  5. Haul heavy equipment to and from job sites

  6. Maintenance and operation of wide range heavy equipment including various excavators, backhoes, track hoes, track dump trucks, skid steers, etc.
  7. Oversee completion of truck/supply room inventory

Work Hours:6:30 am - 3:00 pmThis position carries with it an on-call requirement which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.5 times the normal hourly rate for hours worked over 40.
  • Performs semi-skilled or skilled general maintenance with appropriate maintenance tools and equipment in adherence with safety policies, procedures, and applicable codes and regulations
  • Serves as a lead worker of a two-staff member crew, assigning work and monitoring completion
  • Operates and/or transports equipment including heavy equipment for various functions such as grading/excavating, collection and removal of debris, refuse and/or snow, and/or material application and distribution
  • Plans routes and sets up work areas for safety and operational efficiency, including overseeing set up of traffic control measures
  • Utilizes heavy equipment to cut and remove vegetation from areas where sanitary sewer structures are located outside of public right of ways or streets. Work areas may include rough terrain, steep grades, stream beds, and low-lying wetlands
  • Plans, monitors, and reviews inventory, resources, and material needs. Initiates orders for necessary resources, coordinating repairs and maintenance services with contract workers and trade specialists as needed
  • Sets up and tears down traffic control work zones and various safety equipment, including trench boxes, hydraulic shoring, and confined space equipment
  • Instructs staff completing various manual labor tasks, such as work site cleanup, materials hauling/disposal, use of various gas-powered small equipment, and additional site restoration activities hauling/disposing of materials, and performing site restoration activities
  • Documents work progress and complete electronic work orders. Responds to customer generated calls and investigate reports of issues to determine appropriate corrective actions
  • Supports the City's emergency response during inclement weather, including debris cleanup after severe storms and snow and ice response for Division facilities
  • Fills in, as needed, as the assigned Utilities Specialist, Senior (Field Supervisor) during absences or vacancies

Education and Experience:
High School Diploma or GED and four years of assignment-related equipment operation/driving experience or formal trades experience, or experience related to the fields listed below as shown:

  • Landscaping: installer, maintenance, irrigation
  • Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
  • Mechanic: heavy equipment, HVAC, hydraulic systems
  • Farming: manual labor, equipment operating
  • Moving Company: labor, truck driver
  • General Municipal Worker: utility inspector
  • Tech School Student: mechanical
  • Firefighter: full or part-time

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Valid North Carolina Class A Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire
  • NC WPCSOCC Collection System Operator Certification Grade I, or the ability to obtain within 1 year of hire

Licensing and Certifications:

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Valid North Carolina Class A Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire
  • NC WPCSOCC Collection System Operator Certification Grade I, or the ability to obtain within 1 year of hire

Preferred Qualifications:

  • NC WPCSOCC Collection System Operator Certification Grade II

ADA and Other Requirements:
Positions in this class typically require standing, walking, fingering, talking, hearing, seeing and repetitive motions.

Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.

Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); and frequent exposure to intense noise. Work is conducted in a crew setting primarily in an outdoors environment in close proximity to heavy equipment, vehicle traffic, and open excavations.
