Job description

General Summary
The purpose of this position is to perform a variety of tasks to assist with the renovation and repair of LHC buildings, structures, and dwelling units with semi-skilled and skilled structural, plumbing and electrical building maintenance work to maintain and repair items in accordance with diagrams, sketches, operation manuals and manufacturer’s specifications to augment the structural integrity of the buildings. Work involves repairing and replacing items such as windows, doors, cabinets, walls, ceilings, toilets, faucets, garbage disposals, appliances, water and sewer lines, electrical outlets, light fixtures, and water heaters. The Maintenance Mechanic may perform preventive maintenance tasks such as inspection motors, belts, and replacing filters. This position is also responsible for vacant unit turnover activities, as well as janitorial duties to ensure dwelling units, common, and public areas are clean and safe. This position involves rotating on call schedule.
Supervisory Responsibilities
This is a non-supervisory position.
Essential Job Functions
  1. Diagnose and correct routine maintenance needs in apartments and scattered site properties, including work order requests.
  2. Prepare vacant units for occupancy by inspecting apartments to determine whether maintenance work is needed, and either perform maintenance tasks or inform the supervisor of findings, in accordance with established procedures.
  3. Install water heaters in accordance with the manufacturer's specifications.
  4. Replace circuit breakers, wiring, wall sockets and switches, lights and fans.
  5. Replace appliances as needed and connect them in accordance with manufacturer’s requirements.
  6. Perform a wide variety of carpentry work such as changing countertops, re-hanging and adjusting doors, and repairing cabinets as needed.
  7. Install and repair plumbing pipes and fixtures, such as toilets, sinks, valves, and controls.
  8. Repair and replace flooring and ceiling tiles.
  9. Unplug toilets and garbage disposals, repair and replace faucets, toilets, sinks, bath accessories and water lines.
  10. Repair windows and doors as needed.
  11. Replace furnace filters.
  12. Replace light bulbs.
  13. Perform other routine and preventative maintenance.
  14. Inspect vacated apartments and complete a preparation/make-ready checklist.
  15. Receive and review written materials.
  16. Inspect hallways and common spaces, eliminate obstacles to free passage and ensure that there is adequate lighting.
  17. Inspect walks and entrances during winter months; keep all areas clear of snow and ice and place ice melt where needed.
  18. Write work orders and close in HAB system.
  19. Regularly conduct an inventory of equipment, tools, parts, and the supply of materials; quarterly.
  20. Maintain tools and equipment and ensure they are clean and safe for operation.
  21. Participate in the planning, implementation, and completion of renovation projects for the LHC properties.
  22. Identify areas of maintenance need and maintain a report for future renovation project planning.
  23. Demonstrate regular and predictable attendance.
  24. Perform other duties as assigned.
Minimum Qualifications (Education/Experience)
Must have a high school diploma or a GED equivalency, be able to read and write in English, plus have two years of building or apartment maintenance or an equivalent combination of training and experience.
Other Requirements
Must be able to pass a pre-employment physical and a drug screening test administered by the Livonia Housing Commission or the appointed designee. Valid Michigan driver’s license (unrestricted).

  1. Knowledge of basic principes of building maintenance, including standard practices, methods, tools and materials including the inspection, repair and maintenance of functional parts of mechanical equipment and machinery.
  2. Knowledge of general building maintenance including carpentry, electrical, and plumbing, which mat necessitate the use of both power and hand tools.
  3. Knowledge of local and state building codes, National Standards for the Physical Inspection of Real Estate (NSPIRE), and OSHA works practices.
  4. Knowledge of safety rules, including accident causation and prevention.
  5. Knowledge of occupational hazards and appropriate safety precautions.
  6. Ability to use Microsoft Word, Outlook, as well as learn other basic computer programs.
  7. Ability to communicate effectively orally and in writing.
  8. Ability to establish and maintain effective working relationships with a supervisor, co-workers, residents, contractors, and the public.
  9. Ability to understand and follow oral and written instructions.
  10. Ability to use maintenance hand and power tools for building and grounds maintenance.
  11. Ability to complete work order forms in accordance with established procedures and document completions.
  12. Ability to inspect, diagnose problems, and complete repairs in a timely and cost-effective manner.
  13. Knowledge of the LHC policies and procedures regarding maintenance.
  14. Knowledge of the layout of the site properties.
  15. Ability to establish and maintain records, such as work orders and parts inventory.
  16. Ability to account for time and materials.
  17. Ability to accept assigned routine work as well as special projects and to complete them, timely.
  18. Ability to be able to work independently.
  19. Ability to work with a team of Building Maintenance staff and jointly prepare the vacant units for occupancy of one or more housing developments.
  20. Ability to drive a pickup truck and van.
