Job summary

The City of Racine is seeking a Maintenance Technician to perform general maintenance, upkeep, and repair of Water Utility buildings, equipment, structures, and grounds. You will work Monday–Friday, 6 am–2:30 pm, with starting pay around the low $60k range depending on experience.

Responsibilities include inspecting pumps and piping, maintaining HVAC and electrical components, and ensuring records and manuals are up to date. Strong mechanical skills and safe work practices are essential.

Qualifications

• High school diploma or GED; must be at least 18 years old.
• At least 2 years of professional mechanical experience with pumps, compressors, blowers, or engines.
• ASOPE and City of Racine Facilities Engineer license due within 1 year of hire.
• Valid state-issued motor vehicle operator’s license required.

Responsibilities

• Install, maintain, inspect, and repair pumps, pipes, gauges, meters, valves and plumbing.
• Maintain HVAC systems, boilers, and related equipment; follow OM manuals.
• Perform grounds maintenance, custodial duties, and assist with electrical work as needed.
• Respond to emergencies; follow safety rules and use proper protective equipment.

Starting Pay is $60,121 - $63,657 ($28.90-$30.60), work schedule Monday - Friday 6 am - 2:30 pm

POSITION PURPOSE:

The purpose of this position is to efficiently perform general maintenance, upkeep, and repair of the Racine Water Utility’s buildings, equipment, structures, and grounds.

ESSENTIAL DUTIES:

• Installs, maintains, inspects, and repairs pumps, pipes, gauges, meters, valves and plumbing.
• Installs, maintains, inspects, and repairs chemical feed systems, pumps, injectors, and piping.
• Installs, maintains, inspects, and repairs the HVAC system, including heating system valves, radiators, and plumbing.
• Dismantles machinery or equipment to access defective parts, and repairs or replaces using various hand tools.
• Maintains and repairs small gasoline engines and related power equipment.
• Follows equipment O&M manuals for proper intervals of preventative maintenance, and maintains accurate O&M repair records and reports.
• Verifies delivery manifests and unloads and stores supply shipments; notifies supervisor when inventory supplies require restocking.
• Performs grounds maintenance, including snowplowing, grass cutting, and landscaping.
• Performs custodial duties on equipment and buildings, and maintains clean and orderly equipment storage areas, restrooms, locker facilities, and vehicles.
• Assists electrician in installing, maintaining, or replacing electrical equipment and apparatus.
• Checks plant boiler systems for proper operation and water levels, and maintains as necessary.
• Maintains generator plant for preparedness during emergency events and non-emergency testing.
• Works cooperatively with other Utility departments and staff to respond appropriately to emergency situations, or assist on projects in the plant, service building and distribution system.
• Adheres to all safety procedures as defined by the Utility work and safety rules.
• Ability to work under moderately safe and comfortable conditions where exposure to environmental factors such as toxic agents and machinery poses a slight risk of injury; exposure to water treatment chemicals, noise, odor, welding fumes, step climbing, trip hazards, and large water basins with fall risk; exposed to outdoor climatic conditions.

ADDITIONAL KNOWLEDGE, SKILLS, AND ABILITIES:

• Strong mechanical skills, including a working knowledge of electro-mechanical functions, principles and techniques, verifiable by past work experience.
• Skill in analyzing, diagnosing, correcting mechanical failures and defects.
• Skill in using specialized tools and equipment common to maintenance functions.
• Advancement in the Maintenance Department will commensurate dependent of job performance and routine evaluations. This includes obtaining required and recommended licenses noted in minimum qualifications and meeting the requirements in the essential duties and responsibilities. Pay will be reflected in the satisfactory performance as a maintenance department worker.

MINIMUM QUALIFICATIONS:

• High school diploma or GED equivalent, and at least 18 years of age
• A minimum of a full 2 years prior professional mechanical experience working with pumps, compressors, blowers, or engines; or a combination of equivalent experience and related education that provides equivalent knowledge, skills, and abilities.
• ASOPE and City of Racine Facilities Engineer license is required within 1 year of hire.
• Valid state-issued motor vehicle operator’s license is required

PREFERRED QUALIFICATION:

• Mechanical training and certification in electro-mechanical technology, HVAC, automotive maintenance, pipefitting, or plumbing is preferred.
• Proficiency with computer applications is a plus; including desired knowledge of programmable logic controllers.
• Wisconsin DNR Waterworks Operator Surface Water license certification is strongly encouraged.

PHYSICAL AND MENTAL ABILITY REQUIREMENTS:

• Ability to utilize, interpret, and apply a variety of advisory data and information such as blueprints, line diagrams, meters, gauges, operation and maintenance manuals, charts, and graphs.
• Ability to communicate orally and in writing with varied and diverse contacts, such as Utility personnel, general public customers, contractors, and regulatory personnel; also effectively correlate customer complaints and disseminate Utility information.
• Ability to communicate and follow instructions both orally and in writing; and perform duties with a minimum of direct supervision.
• Ability to maintain effective and professional working relationships with fellow employees and customers.
• Must have good dexterity with ability to hand operate tools and instruments, some requiring complex and rapid adjustments in coordination with eye movement.
• Ability to exert strenuous physical effort to lift and carry objects up to 80 lbs, typically involving some combination of stooping, kneeling, crouching, crawling, lifting, carrying, pushing, pulling, turning/torqueing valves and apparatus, climbing steps and ladders, and extensive walking.
• Must be able to enter and work in confined spaces.
• Must be able and comfortable to work at heights.
• Ability to recognize and identify degrees of similarity or difference between characteristics of color, sound, and odor.

Judgement and Situational Reasoning:

• Ability to apply rational and ethical judgment, tact, courtesy, and diplomacy when dealing with Utility personnel, public customers, contractors, and city representatives.
