General Description
Under the general supervision of the Executive Director, the Maintenance Crew Supervisor shall be responsible for the carrying out of an efficient and responsive program of routine, non-routine, and preventive maintenance for all housing projects maintained by the Rock Hill Housing Authority.

Minimum Education And Experience Requirements
Requires High School graduation or GED equivalent and vocational training related to building construction and maintenance trades, supplemented by three to five years of building maintenance and construction experience, some of which have been in a supervisory capacity, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. An equivalent combination of education, training and experience may be considered.
Special Certifications And Licenses
Valid Driver’s License
HVAC Certified - preferred.
Desirable Knowledge, Skills And Abilities
- Considerable knowledge of the principles, practices, policies, programs, and methods of the Housing Authority as they pertain to the performance of duties of the Maintenance Supervisor.
- Considerable knowledge of building construction and maintenance methods and procedures as reflected in the needs and requirements of the Housing Authority.
- Working knowledge of engineering, architecture and construction theories and practices as they relate to the maintenance of housing communities.
- Considerable knowledge of all applicable building codes, zoning ordinances and housing standards and is able to ensure compliance in all department projects.
- Considerable knowledge of the specific requirements and policies of federal HUD.
- Knowledgeable of the National Standards for the Physical Inspection of Real Estate (NSPIRE).
- Knowledge of the occupational hazards and safety precautions of the trades
- Knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position.
- Knowledge of the standard tools, materials, and practices of the trades.
- Knowledge of supervisory methods and techniques.
- Skilled in developing, organizing, and implementing various programs and projects of the department.
- Skilled in the care and use of required tools and equipment.
- Ability to maintain a work order system that completes and/or abates 100% of emergency work orders within 24 hours or less; non-emergency (urgent) work orders within an average of 15 calendar days or less; complete the repair of non-emergency (routine) work orders within an average of 25 calendar days or less; and completes all preventative maintenance work orders as scheduled.
- Ability to formulate a plan of execution for the achievement of a score of 100% (40 points maximum) at all properties on the Physical Condition sub-indicator of HUD’s Physical Assessment Sub-system (PASS).
- Ability to read/understand architectural drawings, plans, and specifications.
- Ability to make repairs and adjustments to equipment.
- Ability to schedule and plan facilities maintenance activities.
- Ability to ensure compliance with all laws and regulations and control the activities of the department through effective supervision.
- The ability to provide guidance and assistance to co-workers and subordinates as needed.
- Ability to analyze problems that arise in the areas under supervision and recommend solutions.
- Ability to use judgment and discretion in managing the maintenance operations and functions of the authority.
- Ability to interact and communicate with a variety of individuals and groups in a clear, concise, and effective manner.
- Ability to perform mathematical calculations, as necessary.
- Ability to use independent judgment to perform tasks in routine and frequently non-routine situations.
- Ability to learn and apply new skills needed in order to promote efficient completion of duties.
- Ability to compile, prepare, review and submit an assortment of reports, records and related information.
- Ability to use a computer, iPad, tablet for record-keeping purposes.
- Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
- Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally, demonstrates appropriate customer service skills.
- Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.
Essential Job Functions
- Supervises and directs subordinate maintenance personnel; supervisory duties include scheduling, instructing, assigning and reviewing work, planning work of others, maintaining standards, coordinating activities, acting on employee problems, selecting new employees; recommending employee transfers, promotions, discipline and discharges as appropriate.
- Ensure all employees receive and understand all laws, regulations, policies and special instructions as applicable.
- Reviews and evaluates the work of subordinates for completeness and accuracy; offers advice and assistance, as necessary.
- Trains employees in the proper use of equipment and techniques to maintain safety, prolong the life of equipment and increase productivity; conducts equipment demonstrations as needed.
- Determines need for preventive maintenance and repair services; prepares production schedules and requisitions materials, tools and equipment required to complete work; maintains constant budgetary control of manpower and material used by subordinates.
- Assists maintenance staff with maintenance and repair duties, including but not limited to general carpentry, glass replacement, installation / repair of flooring materials, installation / replacement of lighting fixtures and bulbs, caulking and painting of walls and other surfaces, grounds maintenance, etc.
- Inspects work in progress to ensure compliance with policies, procedures, codes, and standards of quality and safety.
- Assists in the inspection of Housing Authority construction and renovation projects when requested.
- Conduct site inspections on a regular basis to ensure the grounds and appearance of the housing developments are maintained in a safe and orderly manner and in an attractive manner.
- Assists in the bidding processes as required for construction/renovation projects.
- Conducts move-in, move-out and annual inspections of properties.
- Evaluates vacant residences for needed repairs prior to occupancy; prepares estimates and forwards to housing management; inspects and evaluates completed residences.
- Manages department inventory and prepares related records.
- Performs various administrative duties as required, including but not limited to scheduling activities, making purchase recommendations and obtaining cost estimates, preparing purchase orders, researching new and innovative equipment and systems, etc.
- Receives and reviews work orders, time slips, architectural plans, vendor bids, lease violation notices, safety data sheets, etc.
- Prepares and/or processes inspection reports, maintenance schedules, purchase orders, specifications, safety reports, performance appraisals, site evaluations, memos, correspondence, etc.
- Ensures the maintenance of clean and orderly work areas.
- Performs all other duties as may be assigned to meet organizational needs.
