Position Summary

The primary purpose of this position is to support maintenance operations by answering phone calls, entering and managing work orders, coordinating inventory control, and assisting residents, staff, and vendors. Performs technical, clerical, and manual work associated with the warehousing and inventory functions of The Housing Authority of Baltimore City (HABC). Work includes data entry, receiving and distributing materials, monitoring stock levels, and maintaining pertinent files and records. The role ensures that all work orders are accurately entered, updated, and closed in a timely manner while maintaining proper inventory levels, efficient material distribution, and responsive customer service.

This position requires strong data entry skills, excellent phone communication, and the ability to multitask in a fast-paced environment. The Maintenance Clerk may also supervise other personnel to support operational efficiency.

All activities must support the Housing Authority of Baltimore City ("HABC" or "Authority") mission, strategic goals, and objectives.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Work Order Entry, Tracking, and Management
    • Answers phone calls from residents, vendors, and maintenance staff, addresses inquiries, takes service requests, and provides updates on work orders.
    • Enters new work orders into HABC’s work order system based on phone calls, online requests, and supervisor directives.
    • Ensures work orders are assigned correctly and distributes materials as needed.
    • Updates work order statuses in real-time, tracking progress and communicating delays to residents and supervisors.
    • Closes completed work orders, ensuring that materials used, labor hours, and completion notes are properly recorded.
    • Generates and distributes daily work order reports, identifying backlogs and urgent priorities.
    • Monitors outstanding work orders, ensuring that urgent and emergency repairs are prioritized and addressed.
  • Phone Call Management & Customer Service
    • Answers incoming calls and provide assistance by taking maintenance requests, scheduling appointments, and offering information about work order status.
    • Directs phone calls to the appropriate maintenance staff or departments when needed.
    • Greets the public and assists vendors, HABC staff, and HABC residents.
    • Responds professionally to resident concerns and complaints, ensuring follow-up and resolution.
    • Calls residents to confirm maintenance appointments, verifies access to units, and provides updates on service requests.
    • Documents phone interactions in the work order system to track communication and service completion.
  • Inventory Management & Material Distribution
    • Maintains accurate records of materials issued for work orders, ensuring stock levels meet operational needs.
    • Receives, inspects, and verifies shipments of supplies and equipment, ensuring alignment with purchase orders and work order requirements. Assists with loading and unloading materials as required
    • Stores inventory in an orderly fashion to promote safe and efficient retrieval; cleans warehouse facilities as necessary. Issues materials and supplies from inventory which includes assisting mechanics and others in requisitioning parts; retrieves and issues parts from inventory; assists with loading parts as required; processes input documents for computer adjustment of inventory; checks maintenance equipment in and out.
    • Monitors stock levels and initiates reorders when materials reach critical levels. Posts parts which were used in the completion of work orders and ensures that the correct part numbers are indicated; obtains the part numbers if missing from work order(s), and determines the cost of any miscellaneous item utilized.
    • Organizes inventory storage systems, preventing theft, loss, and damage while ensuring quick retrieval for maintenance teams.
    • Contacts vendors and contractors on back orders, special deliveries, exchanges, etc.
    • Assists in annual inventory audits and conducts routine stock checks to maintain compliance.
    • Schedules repairs for broken pieces of equipment.
    • Performs other duties as assigned.
Minimum Education, Training, and/or Experience

Diploma from a High School or vocational school or equivalent and a minimum of four (4) years of experience in inventory management, warehouse operations, or work order tracking. Experience answering phones in a customer service, administrative, or maintenance coordination role is preferred. Familiarity with work order management systems in a housing or property management setting is preferred. An equivalent combination of education, training, and experience may be considered.

Special Requirements
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.
Other Requirements:
  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.
