FULL TIME REGULAR Caldwell, TX, US

Salary: $60,000.00 Annually

GENERAL SUMMARY

The Main Street / Economic Development Coordinator is responsible for managing the City's Texas Main Street Program and coordinating initiatives that promote downtown revitalization, economic development, community engagement, and strategic communications. This position leads implementation of the Downtown Master Plan, fosters relationships with businesses, property owners, community organizations, and prospective investors, and develops programs that strengthen the economic vitality and identity of the community. The Coordinator also serves as the City's primary social media administrator, proactively communicating City initiatives, events, projects, and public information while promoting transparency, engagement, and community pride.

SUPERVISION

Reports to the City Administrator. Works with considerable independence while coordinating closely with the City Engineer, Building Official, Code Compliance Official, Utilities, Administration, and other departments as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Main Street Program Administration:

  • Serves as the City's Texas Main Street Coordinator and manages all aspects of the Texas Main Street Program.
  • Leads implementation of the Downtown Master Plan and supports long‑range downtown revitalization initiatives.
  • Develops annual work plans, goals, and performance measures for the Main Street Program.
  • Identifies and pursues grant opportunities, partnerships, and funding sources that support downtown
  • Maintains compliance with Texas Main Street Program requirements and reporting obligations.
  • Coordinates beautification, historic preservation, placemaking, and revitalization initiatives.

Economic Development and Business Engagement:

  • Serves as a liaison between the City and downtown businesses, property owners, developers, chambers of commerce, tourism organizations, and community partners.
  • Assists existing businesses by connecting them with available City resources, incentive programs, and economic
  • Supports business recruitment, retention, and expansion efforts that strengthen the local economy.
  • Encourages public‑private partnerships that promote investment and redevelopment.
  • Coordinates with City departments to facilitate downtown improvement projects and business development initiatives.
  • Assists with the development and implementation of economic development strategies that align with the City's Comprehensive Plan and strategic goals.

Community Engagement & Events:

  • Coordinates downtown events, promotional activities, and community engagement initiatives that encourage visitation and economic activity.
  • Collaborates with local organizations, volunteers, businesses, and civic groups to support community events and special projects.
  • Represents the City at community meetings, networking events, conferences, and public functions.
  • Builds relationships that encourage collaboration and community investment in downtown Caldwell.

Communications & Public Information

  • Manages the City's official social media platforms through proactive, engaging, and timely communication.
  • Develops and maintains a strategic content calendar highlighting City projects, events, services, accomplishments, and community news.
  • Creates written, graphic, and multimedia content that promotes City initiatives and enhances public awareness.
  • Coordinates with City departments to communicate important public information, project updates, service interruptions, emergency notifications, and community announcements.
  • Monitors social media engagement, responds appropriately to public inquiries, and escalates issues to the appropriate department when necessary.
  • Ensures all communications reflect the City's brand, mission, and commitment to professionalism, transparency, and customer service.
  • Assists in maintaining website content and other public communication materials as assigned.

Boards, Committees, and Community Relations:

  • Serves as staff liaison to Main Street advisory boards, committees, or other assigned groups.
  • Prepares reports, presentations, and updates for City Council, advisory boards, and City leadership.
  • Represents the City in meetings with elected officials, business leaders, community organizations, and regional partners.

Professional Development and General Support

  • Demonstrates a willingness to learn and expand technical knowledge related to municipal services.
  • Performs other related duties as assigned.
MINIMUM JOB REQUIREMENTS
Education & Experience
  • Bachelor's degree in Public Administration, Business Administration, Communications, Marketing, Community Development, Economic Development, Tourism, Urban Studies, or a related field preferred.
  • Minimum of two (2) years of experience in economic development, Main Street management, communications, marketing, municipal government, community development, or a related field preferred.
  • An equivalent combination of education and relevant experience may be considered.
Certificates and Licenses
  • Valid Class C Texas Driver's License with an acceptable driving record.
  • Texas Main Street Program training or certification preferred, or the ability to obtain within a timeframe established by the City.
Knowledge, Skills, and Abilities
  • Knowledge of downtown revitalization principles, Main Street methodology, economic development practices, and community engagement strategies.
  • Knowledge of marketing, branding, public relations, and social media management.
  • Ability to develop strategic communication campaigns across multiple platforms.
  • Strong project management and organizational skills with the ability to manage multiple priorities simultaneously.
  • Excellent written, verbal, and presentation skills.
  • Ability to establish and maintain effective working relationships with business owners, community organizations, elected officials, City staff, and the public.
  • Strong customer service skills with the ability to communicate professionally and diplomatically.
  • Ability to prepare reports, presentations, grant applications, and promotional materials.
  • Experience with Microsoft Office and familiarity with website content management systems, graphic design software, and social media management platforms preferred.
  • Ability to work independently, exercise sound judgment, and demonstrate initiative in developing innovative programs and community partnerships.
WORK ENVIRONMENT

Work is performed primarily in an office environment with frequent interaction with the public, local businesses, and community organizations. Regular attendance at evening meetings, community events, and occasional weekend activities is required. The position may involve travel throughout the community for meetings, site visits, and special events.

PHYSICAL DEMANDS

This position requires the ability to sit, stand, walk, and operate standard office equipment. Duties may include lifting and carrying materials for meetings or events (up to 25 pounds), setting up promotional displays, and walking throughout the downtown district during events and site visits.
