Job summary

Jhpiego, an international non-profit affiliated with Johns Hopkins, is seeking an experienced Monitoring and Evaluation (M&E) Officer to support Liberia’s G2G Health Systems Strengthening Project. The role focuses on strengthening M&E systems, data quality, reporting, and data-driven decision-making across activities.

The Officer will work with government counterparts, project staff, and stakeholders to collect, analyze, interpret, and disseminate data for planning and performance improvement.

Qualifications

  • Bachelor’s degree in public health, statistics, epidemiology, monitoring and evaluation, health informatics, information technology, computer science, or a related field.
  • Minimum of five years of experience in monitoring and evaluation, health information systems, data management, public health programming, or a related field.
  • Experience in data analysis, visualization, reporting, and health information systems.
  • Strong knowledge of monitoring and evaluation principles, frameworks, methodologies, and health information systems.
  • Experience in data quality assurance, performance monitoring, indicator tracking, and data validation processes.
  • Experience designing, maintaining, and managing databases, dashboards, reporting tools, and standard operating procedures.
  • Familiarity with DHIS2, Kobo Toolbox, ODK, Comcare, or similar electronic data collection and management platforms.
  • Strong analytical skills, including the ability to interpret and synthesize complex quantitative and qualitative data.
  • Experience providing technical assistance, mentorship, training, and capacity-building support.
  • Strong understanding of public health program monitoring, performance measurement, and reporting requirements.
  • Excellent facilitation, stakeholder engagement, coordination, and interpersonal skills.
  • Strong communication, presentation, and report-writing skills.
  • Advanced proficiency in Microsoft Excel and proficiency in Word, PowerPoint, and data visualization tools.
  • Ability to work effectively with government counterparts, implementing partners, and multidisciplinary teams.
  • Excellent written and verbal communication skills in English.

Responsibilities

  • Develop the development, implementation, and strengthening of project monitoring and evaluation systems, indicators, reporting tools, and databases.
  • Coordinate routine collection, verification, validation, compilation, and management of project data to ensure accuracy, completeness, and timeliness.
  • Conduct data quality assessments (DQAs), data verification exercises, and performance monitoring activities to improve data quality and reliability.
  • Monitor project performance against approved work plans, targets, indicators, and reporting requirements.
  • Maintain project databases and tracking systems to support effective data management and reporting.
  • Ensure adherence to established data management procedures, protocols, and standards.
  • Analyse, interpret, and visualize project data to support evidence-based decision-making and program improvement.
  • Develop charts, dashboards, scorecards, presentations, and other data visualization products for technical and non-technical audiences.
  • Contribute to the preparation of weekly, monthly, quarterly, and annual reports, presentations, and other project deliverables.
  • Support the documentation of lessons learned, best practices, success stories, and project achievements.
  • Assist with project assessments, surveys, evaluations, operational research, and learning activities.
  • Collaborate with technical teams to promote data use for planning, program adaptation, and performance improvement.
  • Provide technical assistance, training, and mentorship to government counterparts and project staff on monitoring and evaluation systems, tools, and processes.
  • Support efforts to strengthen institutional capacity for routine data collection, analysis, reporting, and use.
  • Promote the institutionalization of sustainable M&E systems within government structures and supported institutions.
  • Facilitate data review meetings, performance review sessions, and other learning and knowledge-sharing activities.
  • Collaborate closely with Ministry of Health counterparts, County Health Teams, project staff, and implementing partners to strengthen monitoring and evaluation systems.
  • Maintain coordination of reporting requirements and data-sharing processes among stakeholders.
  • Participate in technical working groups, meetings, and stakeholder engagements related to monitoring, evaluation, and health information systems.
  • Foster strong working relationships with government counterparts and partners to support quality data collection and use.
  • Ensure compliance with donor requirements, organizational policies, and monitoring and evaluation standards.
  • Support routine audits and reviews of project data and reporting systems.
  • Promote data confidentiality, data security, and ethical management of information.
  • Perform other duties as assigned by the Senior Technical Advisor, M&E, or designee.
