Job summary

The State of Washington is seeking a Logistics Coordinator Emergency Management Program Specialist 2 to support development, implementation, and delivery of emergency management services with a focus on logistics and mutual aid.

This civilian role reports to the Logistics Program Supervisor and involves work in SEOC/COOP contexts, telework eligibility, and non-permanent employment for up to 10 months.

  • A Bachelor’s degree AND two years of professional level experience in emergency management, financial management, training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning.

Logistics Coordinator Emergency Management Program Specialist 2

This position is non-permanent with the anticipated duration of 10 months.

This position reports to the Logistics Program Supervisor and is responsible to independently perform professional level emergency management support for the development, implementation, and/or delivery of emergency management services with a specific focus in Logistics and Mutual aid.

This is a civilian position and does not require military service affiliation.

Some of what you will do:
  • Assists in developing statewide emergency plans and procedures for emergency logistics and mutual aid. Contributes, reviews, evaluates and coordinates with federal partners, state agencies and local jurisdictions in developing plans and procedures implementing Federal and State directives for emergency logistics and International, Interstate, and Intrastate Mutual Aid.
  • Develops and implements strategies and tactics to accomplish program objectives. Executes outreach strategies and trains state agency and local jurisdiction personnel on emergency logistics processes and procedures.
  • Assists with statewide implementation of the Emergency Management Assistance Compact (EMAC) and the Pacific Northwest Emergency Management Arrangement (PNEMA).
  • Performs duties in the State Emergency Operations Center (SEOC) or designated alternate location during response and recovery to national and statewide emergency situations.
  • Assists with the Division’s Continuity of Operations (COOP) Plan.
REQUIRED
  • Two years of experience as an Emergency Management Program Specialist 1.
  • A Bachelor's degree AND two years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning.

Additional qualifying experience will substitute, year for year, for the education requirement. A Master's Degree or Ph.D. degree will substitute for one year of the experience requirement.

  • Developing emergency plans or procedures for organizations of 50 personnel or greater.
  • Developing response plans for organizations of 50 personnel or greater.
  • Conducting response operations for organizations of 50 personnel or greater.

Skills and Abilities to:

  • Work with people from the public and private sectors and a wide array of local and state agencies in providing professional emergency planning assistance, reviewing local jurisdiction emergency plans, performing qualify reviews, and providing feedback and recommendations for improvement.
  • Review, evaluate, and coordinate with state agencies and local jurisdictions in developing plans and procedures implementing Federal and State directives for emergency planning and emergency management.
  • Work in an environment requiring strong customer relations, negotiations, and problem resolution skills.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Use Microsoft Office Suite (including Word, Excel, Outlook, PowerPoint, SharePoint, or similar software) to develop documents in support of program objectives.
Compensation

Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation:

Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Driver's License:

  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility

Willingness to work on a Military Controlled Access Installation.

Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver’s License, or other REAL ID Compliant Identification.

Union Shop Provision

This position is represented by the Washington Federation of State Employees (WFSE).

Work Hours

The standard work schedule is Monday through Friday, 8 hours a day, or a four-day per week schedule, 10 hours per day, with either Mondays or Fridays off. The actual work hours will be established between the employee and supervisor and will start no earlier than 6:00am and end no later than 6:00pm.

Telework

This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities and participating in in-person meetings is required.

Emergency Assignment

Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel

Some travel up to 5% - May be required to travel up to a week or longer.
