Position Overview

This position is accountable for developing policy and providing structural and hydraulic engineering direction in local public agency (LPA) bridge and culvert related matters, including rehabilitations, repairs, and emergency repairs; special plan review; and construction related issues.This position also works with the Bureau of Bridges and Structures’ (BBS) Bridge Management and Inspection Unit to resolve issues regarding the local bridge inventory and Illinois Structure Information and Procedures (SIP) Manual.Additional responsibilities include the evaluation and acceptance of permit loads, resurfacings, and consultant's bridge ratings for LPA structures in the state.

Essential Functions
  • Develops and updates policies for design construction and maintenance of local agency bridges.
  • Works with the Burau of Bridges and Structures' (BBS) Bridge Management and Inspection Unit to ensure the Illinois Structure Information and Procedures (SIP) Manual is updated to reflect current practices and procedures.
  • Reviews Preliminary Bridge Design and Hydraulic Reports for major structures to ensure they are in accordance with sound engineering judgment and policy.
  • Provides expertise in the review of repair and rehabilitation plans for local agency improvements.
  • Provides expertise and instruction to district and local public agency (LPA) agency personnel concerning bridge design, construction, and repair.
  • Performs analysis to determine structural capacity of bridges to support overweight vehicles in service or construction.
  • Performs analysis to determine structural capacity of structures for resurfacing projects.
  • Reviews consultant load ratings for statutorily required concurrence of the department.
  • Performs duties in compliance with departmental safety rules.Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Five years of experience in civil engineering in the specific area of design, planning, repairs, and rating of bridges.
Preferred Qualifications
  • Illinois Structural Engineer license.
  • Knowledge of the National Bridge Inspection Standards, Specifications for the National Bridge Inventory, Illinois Bridge Manual, Illinois Department of Transportation (IDOT) Structure Information and Procedure Manual, IDOT Structural Services Manual, and Bureau of Local Roads and Streets Manual.
  • Experience with MicroStation and American Association of State Highway and Transportation Officials (AASHTO)Ware BrR loading rating software.
  • Strong oral and written communication skills.
  • Supervisory experience.
Conditions of Employment

  • Valid driver's license.
  • Occasional statewide travel with overnight stays.
  • Successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
