This position is NOT a remote position. This is an on-site position located on the COA Elizabeth City Campus.
The Learning Management System (LMS) Administrator is responsible for the administration, configuration, maintenance, integration, and optimization of the College's Learning Management System (LMS) and related instructional technologies. The position provides enterprise-level systems administration, technical analysis, and user support to ensure the LMS supports effective teaching, learning, regulatory compliance, and institutional operations. The LMS Administrator serves as the college's primary system administrator for the LMS and is expected to work independently, exercise sound judgment resolve complex problems through to documented resolution, and manage assigned work to completion within established timeframes.
The LMS Administrator collaborates with Information Technology, Academic Affairs, Continuing Education, other college departments and with LMS vendors, external support resources, and peer user groups to support system functionality, enterprise integrations, instructional technologies, accessibility compliance, and continuous improvement initiatives.
The LMS Administrator receives general supervision from the Director of Distance Education.
Learning Management System Administration (35%)
- Administer, configure, maintain, and optimize the College's LMS and related instructional technology systems.
- Manage system settings, user permissions, course lifecycle processes, software updates, and system maintenance.
- Monitor system performance and troubleshoot complex LMS issues to ensure reliable operation; document the resolution of each issue in the ticket, changelog, or maintenance log according to standard operating procedures.
- Receive, prioritize, resolve, and close help desk tickets and support requests for the LMS and related systems within established College response and resolution expectations.
- Create, maintain, and execute a recurring schedule of LMS configuration changes, validation checks, and preventative maintenance tasks.
- Manage term rollover, course shell creation, course cross-listing, and end-of-term archiving in accordance with the academic calendar and established standard operating procedures.
- Manage backup, storage, and data retention practices within contracted limits, and audit user roles and elevated permissions on a recurring basis.
- Serve as the first point of response for LMS outages and emergencies, including notification of affected users and College leadership, and post-incident documentation
Systems Analysis and Integration (20%)
- Analyze business and technical requirements related to LMS operations and instructional technology.
- Configure, test, and maintain integrations between the LMS, LTI systems, and third‑party applications.
- Collaborate with Information Technology to support system architecture, integrations with SIS systems, APIs and data integrations, and authentication systems.
- Verify enrollment and data synchronization between the LMS and College enterprise systems; research discrepancies and resolve or elevate them promptly.
- Evaluate and test proposed system changes, enhancements, and third‑party tools in a non‑production environment before implementation, and document the results.
- Serve as a technical lead for LMS migrations, platform implementations, and major upgrades, including planning, configuration decisions, testing, defect tracking, and stakeholder communication.
User Support and Training (25%)
- Provide advanced technical support and consultation to faculty, staff, and students regarding LMS functionality and instructional technologies.
- Develop and deliver training and resources supporting effective LMS use, accessibility, and online instruction.
- Identify recurring support requests and address them at the source through a system fix, a published resource, or a process change.
- Communicate system changes, planned maintenance, and outages to affected users in advance and in plain, role‑appropriate language.
- Cross‑train Distance Education staff so that coverage of essential LMS functions exists during term starts, peak periods, and periods of unavailability.
Reporting, Compliance, and Continuous Improvement (20%)
- Develop reports and analyze LMS data to support institutional planning and regulatory compliance.
- Monitor compliance with applicable federal, state, accreditation, accessibility, and College requirements.
- Participate in committees, technology initiatives, and perform other duties as assigned.
- Develop, maintain, and annually review written standard operating procedures and technical documentation for LMS and instructional technology processes.
- Report help desk and support activity - including volume, response time, and resolution - to the Director of Distance Education on a recurring basis.
- Monitor vendor release notes, product updates, and professional user groups; recommend improvements aligned with College priorities.
Required
- Bachelor's degree in Information Technology, Computer Science, Educational Technology, or a related field; or an equivalent combination of education and experience.
- Three (3) years of progressively responsible experience administering enterprise learning management systems or comparable enterprise software.
- Experience supporting instructional technologies and providing technical support in a higher education or similar environment.
- Demonstrated experience independently diagnosing and resolving complex technical problems through to resolution with minimal supervision.
- Demonstrated experience producing written technical documentation, standard operating procedures, or user‑facing materials.
- Demonstrated experience managing multiple concurrent assignments and deadlines and completing them as committed.
Preferred
- Master's degree in a related field.
- Experience administering Moodle and/or Canvas in an enterprise or higher education environment.
- Experience integrating LMS platforms with Ellucian Colleague or other enterprise systems.
- Experience with APIs, LTI tools, authentication technologies, and educational technology.
- Experience leading or providing technical support for an LMS migration or major platform implementation
Knowledge of:
- Knowledge of enterprise learning management systems, instructional technologies, and systems administration.
- Knowledge of systems analysis, software integrations, APIs, security principles, and accessibility standards.
- Knowledge of FERPA and other applicable requirements governing the confidentiality and integrity of student and employee records.
Ability to:
- Analyze complex technical issues, identify root cause, evaluate alternatives, select a course of action, and implement effective solutions.
- Exercise critical thinking and sound judgment when interpreting college policies, procedures, technical requirements and vendor guidance.
- Distinguish routine matters that may be decided independently from non‑routine or high‑impact matters that require consultation with, or approval from, the Director of Distance Education and/or IT.
- Anticipate the downstream impact of configuration and access decisions on students, faculty, academic records, and institutional operations before acting.
- Translate complex technical information into clear, plain language explanations and written documentation for audiences with varying levels of technical proficiency.
- Manage multiple priorities while maintaining confidentiality and professionalism, and to exercise discretion when handling sensitive student and employee information.
- Work collaboratively as a member of the Distance Education team and across College departments, and to sustain effective working relationships with faculty, staff, students, IT, and vendors.

Working Conditions
Work is performed primarily in a climate‑controlled office environment with frequent computer use. Occasional evening or weekend work may be required to support system maintenance, upgrades, training, or emergency troubleshooting.
Physical Requirements
Requires prolonged periods of sitting and computer use; frequent operation of computers and standard office equipment; occasional standing, walking, and lifting up to 25 pounds; and the ability to communicate effectively in person, by telephone, and electronically.
