Job summary

Coppin State University seeks a highly experienced Lieutenant to provide leadership and oversight within the University Police Department. The role focuses on police reform, strategic planning, and managing resources with significant latitude for senior leadership decisions.

The Lieutenant will oversee Support Services Bureau operations, contract security personnel, and policy development, ensuring compliance with federal, state, and university standards.

Qualifications

  • A degree in Criminal Justice, Public Administration, Business Administration, Emergency Management, Homeland Security, or a closely related field.
  • At least seven (10) years of progressively responsible sworn law enforcement experience; supervisory experience required.
  • Must possess MPCTC certification or eligibility for Maryland certification through reciprocity.

Responsibilities

  • Direct and oversee all Support Services Bureau operations (records, training, fleet, equipment, procurement, and administration).
  • Manage contract security personnel and coordinate university event security with vendors.
  • Develop and maintain departmental policies in compliance with IACLEA, CJIS, MPCTC, and university policies.
  • Supervise personnel through performance management and training program oversight.

The Lieutenant serves as a senior law enforcement professional with subject matter expertise in police reform and is responsible for advancing departmental objectives through effective leadership, employee engagement, performance management, recruitment, and professional development.The Lieutenant plans, develops, and implements strategies, goals, and objectives that support the department’s operational and strategic priorities. This position oversees operations, workflow, projects, and systems with significant strategic impact while ensuring compliance with applicable laws, regulations, University policies, and police reform initiatives.The Lieutenant participates in strategic planning, establishes and enforces departmental processes and practices, and is accountable for operational and financial resources within their area of responsibility. The position exercises substantial independent judgment and managerial authority, with significant latitude to make decisions and act on behalf of senior leadership as needed. The Lieutenant provides expertise and recommendations to upper-level University leadership on personnel, financial, operational, and significant strategic matters.Responsibilities:Direct and oversee all Support Services Bureau operations, including records, training, fleet, equipment, quartermaster, logistics, procurement, and administrative functions to ensure operational efficiency and accountability.Manage all contract security personnel assigned to on-campus and off- campus locations, oversee security staffing for university events, including athletic events, and coordinate services with contracted security vendors to ensure effective coverage and performance.Develop and maintain departmental policies and procedures while ensuring compliance with IACLEA standards, CJIS requirements, MPCTC regulations, University policies, and applicable federal and state laws.Supervise assigned personnel through performance management, coaching, scheduling, and professional development while overseeing departmental training programs and certification compliance.Perform additional duties and special projects as assigned by the Chief of Police or designee in support of departmental and University operations.Minimum Qualifications:EDUCATIONGraduation from an accredited college or university with a degree in Criminal Justice, Public Administration, Business Administration, Emergency Management, Homeland Security, or a closely related field.
