Job summary

Kindly Direct Care is expanding into Pennsylvania and seeks a Licensing & Compliance Specialist to lead regulatory efforts for HCBS operations. The role focuses on PA licensing, audits, and ensuring ongoing regulatory readiness across departments.

The ideal candidate will have strong knowledge of PA HCBS licensing, be detail-oriented, and able to work independently to maintain documentation, deadlines, and compliance with PA regulations.

Qualifications

• Strong knowledge of PA HCBS licensing requirements.
• Experience with DDD/ODP regulations is a major plus.
• Detail-oriented and highly organized—able to manage documentation, deadlines, and regulatory processes.
• Strong communication and coordination skills.
• Self-starter with the ability to work independently.
• Startup licensing or multistate compliance experience is a big plus.

Responsibilities

• Complete all licensing applications, renewals, and documentation required by PA DHS.
• Ensure full compliance with HCBS regulations, policies, and procedures.
• Monitor and maintain documentation for staff training, clearances, insurances, and background checks per PA regulations.
• Serve as the main contact for state audits, licensing inspections, and compliance reviews.
• Collaborate with internal departments to ensure operational readiness and regulatory alignment.
• Stay up-to-date on changing PA regulatory requirements and adjust processes accordingly.

We are expanding into Pennsylvania and are seeking a Licensing & Compliance Specialist to lead the regulatory and compliance efforts for our Home and Community-Based Services (HCBS) operations.

What You’ll Do:

• Complete all licensing applications, renewals, and documentation required by the Pennsylvania Department of Human Services

• Ensure full compliance with HCBS regulations, policies, and procedures

• Monitor and maintain documentation for staff training, clearances, insurances, and background checks in line with PA regulations

• Serve as the main point of contact for state audits, licensing inspections, and compliance reviews

• Work collaboratively with internal departments to ensure operational readiness and regulatory alignment

• Stay up-to-date on changing PA regulatory and licensing requirements and adjust internal processes accordingly
