Job summary

The Town of Manchester seeks a Library Services Manager to oversee operations, budgets, and staff, ensuring equitable, high‑quality public library service across the community.

You will lead strategic technology initiatives, supervise collection maintenance, coordinate meeting room usage, and partner with regional groups to deliver responsive services.

You will drive professional development, policy creation, and long‑term planning to keep Manchester's library a forward‑looking resource.

Qualifications

  • Master's degree in Library Science or equivalent required.
  • Three+ years of progressively responsible professional library experience, including supervisory work.
  • Bilingual abilities preferred (English and another language).

Responsibilities

  • Oversee daily library operations and staff supervision.
  • Prepare and monitor budgets, policies, and procedures.
  • Coordinate meeting room scheduling, access, and user support.

Job Description

Under the general direction of the Library Director, is responsible for performing administrative assignments and managerial work, and may act for the Library Director in his or her absence. Serves as a senior‑level professional with broad operational authority and plays a vital role in advancing efficient, equitable public library service through collaborative oversight of daily operations as well as strategic technology management, especially including materials‑handling processes.Functions as the principal liaison to groups using main library building's meeting rooms, including scheduling systems, policy enforcement, user assistance, technology needs, and day‑of‑use support for community groups.

Essential Job Functions
  • Assists Library Director with collective bargaining issues.
  • May represent the Library Department at meetings with regional library cooperatives and local citizen groups.
  • Assists in the development and implementation of administrative policies and programs.
  • Prepares or oversees the preparation of various statistical reports, procedure guidelines, and some policies.
  • May sometimes provide direct guidance and service to patrons, ensuring a welcoming, supportive, and equitable experience.
  • Works with individual citizens or groups seeking to view archived video recordings.
  • Participates in the selection of new book materials and undertakes collection‑maintenance duties.
  • Assists with staff recruitment, evaluation and supervision, and retention.
  • Plans, designs, and supervises various studies and the preparation of reports on major policy, organizational, or operational problems.
Other Job Functions
  • Serves as the backup lead for RFID technologies as well as other integral technology platforms, including best practices for integration of A.I.
  • Develops, documents, and monitors operational procedures for materials movement, building operations, public service points, and safety.
  • Helps to coordinate library use of various social media platforms.
  • Performs other duties as assigned.
Desirable Knowledge, Skills, & Abilities
  • Advanced knowledge of the theory, principles, and practices of professional library management in a public library setting, including long‑and near‑term planning, program development, and the administration of library operations.
  • Should have demonstrated personal commitment to ongoing professional development.
  • Ability to communicate effectively, both orally and in writing.
Physical & Mental Effort/Environmental & Working Conditions
  • Must be mobile, able to push/pull/lift objects of less than 20 pounds, and able to sit for prolonged periods.
  • Able to perform moderately difficult manipulative skills and skills which require hand‑eye coordination such as keyboard skills or using a calculator.
  • Must be able to see objects closely, as in typing a report or viewing book details; hear normal sounds with some background noise, distinguish voice patterns and communicate through human speech, as in answering a telephone.
  • Ability to communicate effectively, both orally and in writing. Ability to listen, speak to individuals or groups, prepare formal or informal written reports, and to hear and read memos, instructions, or customer complaints.
  • Must be able to concentrate on fine detail with constant interruption, attend to tasks for 60 minutes or more, remember multiple tasks given to self and others over long periods, and understand the theories behind several related concepts.
  • Ability to get along with co‑workers, supervisors, customers, and the public at large.
  • May be exposed to dust and electro‑magnetic radiation as in computer screens.
  • Must be able to attend occasional evening or weekend meetings following a normal day and week of work and to have the ability to travel between buildings as well as to regional meetings.
Minimum Training & Experience

Master's Degree in Library Science (MLS/MLIS) from an institution accredited by the American Library Association. Three or more years of progressively responsible professional library experience, preferably including some operational and supervisory responsibility. Bilingual preferred.
