Job summary

The Children’s Network of Hillsborough is seeking a Level 1 Specialist to complete Level 1 Licensure, Re‑licensure and Guardianship Assistance Program (GAP) for caregivers in Circuit 13, and support caregivers through training, assessment, coordination, and provision of support services for children placed in the home.

Standard business hours; in-office with fieldwork averaging 40 hours per week. Travel throughout Circuit 13 required; valid driver’s license and insurance required.

Qualifications

  • Bachelor’s degree in Human Services or related field.
  • Minimum three (3) years of experience in child welfare or related field.
  • Current certification as a Child Welfare Professional – preferred.

Responsibilities

  • Promoting the Level 1 Program and the importance of relative placements through training sessions and community presentations.
  • Completing family assessments through the home study process, licensure and re‑licensure of caregivers’ homes.
  • Providing and locating ongoing support services for Relative/Non‑Relative Caregiver families regardless of case status (active or closed).
  • Developing ongoing resources for Relative/Non‑Relative Caregivers and making them accessible both electronically and manually.
  • Following up support on initial placements and assisting Child Welfare Case Managers, as needed, to ensure placement recommendations are completed.
  • Attending appropriate staff meetings in order to advocate for the best interest of the children served.
  • Tracking and logging all appropriate information for monthly reports.
  • Traveling throughout Circuit 13.
  • Other duties may be assigned as special projects may be requested.

General Purpose of the Job

Level 1 Specialist to complete Level 1 Licensure, Re‑licensure and Guardianship Assistance Program (GAP) for caregivers in Circuit 13, and support caregivers through training, assessment, coordination, and provision of support services for children placed in the home.

Essential Duties and Responsibilities

Working Hours

Standard business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Position is in‑office with fieldwork averaging 40 hours per week. Hours may vary outside of these standard hours, including evenings and weekends, as needed to meet operational demands. All hours worked will be compensated in accordance with the Fair Labor Standards Act (FLSA) and agency policies, including applicable overtime and other compensation requirements.

Travel

Travel within and outside Hillsborough County is required. Employee must be able to drive and have reliable transportation to perform the essential functions.

Supervisory Responsibilities

This position does not have supervisory responsibilities.

Qualifications
  • Bachelor’s degree in Human Services or related field.
  • Current certification as a Child Welfare Professional – preferred.
  • Minimum three (3) years of experience as a child welfare case manager, child protective investigator or related child welfare experience.

Pre‑employment Requirements

Language: Proficiency in written and verbal communication, active listening skills, and ability to adapt language to various audiences.

Mathematical skills: Ability to perform basic arithmetic and interpret bar graphs.

Reasoning ability: Analytical, problem‑solving, critical thinking, and ethical reasoning.

Physical demands: Moderate; occasional lifting up to 25 lbs.

Work environment: In‑office-based with occasional travel; moderate noise level.
