Job summary

Public Health Solutions in New York is seeking a Legislative Analyst to support the Office of Legislative Affairs in the Bureau of Government Affairs. The role focuses on researching and tracking legislation, briefing senior leadership for hearings, and coordinating with DOHMH and other partners.

The ideal candidate holds a Bachelor’s or Master’s degree in political science or public policy, with 1–2 years in government or nonprofit settings, and strong writing and data skills.

Qualifications

  • Bachelor’s or master’s degree in Political Science, Public Health, Public Policy, Public Administration, Communications, Journalism, Emergency Preparedness.
  • 1–2 years of prior experience in government, non-profit, policy, public health or emergency preparedness.
  • Pro-active, self-motivated, able to work in a dynamic, multi-stakeholder environment.

With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

The Office of External Affairs oversees many of the agency’s most critical interactions with the public, from raising awareness and promoting healthy behaviors to advancing policies and responding to health emergencies. The office serves as the agency’s in-house publisher, advertiser and marketer of trendsetting, culturally responsive campaigns, and initiatives, maintains a strong digital presence and oversees press relations and government affairs.

Job Description

The DOHMH has an opening for a legislative analyst position. This position will be reporting to the Director of Legislative Affairs in the Bureau of Government Affairs

Duties
  • Research, track, and analyze legislation and coordinate the department’s response in areas that may include Mental Hygiene, Budget, or other program areas as needed.
  • Prep executive-level leadership in the agency for public hearings and meetings with elected officials.
  • Cultivate and maintain relationships with other organizational units within the Health Department and other key partners.
  • Assist in developing and implementing legislative strategies.
  • Serve as a liaison to the Mayor’s Office by representing the Department’s position on public health issues and coordinating with internal partners.
  • Investigate and respond to elected officials’ requests regarding general information on Health Department programs or actions.
  • Develop briefing materials and other content with research data and reports for the city council, state legislature, and federal government.
  • Maintenance of other internal unit and/or division organizational systems. [BF2]
Qualifications
  • Bachelor’s or master’s degree in Political Science, Public Health, Public Policy, Public Administration, Communications, Journalism, Emergency Preparedness.
  • Previous experience working in fields related to government, non-profit agency, policy, public health, emergency preparedness, for 1-2 years.
  • Capacity and willingness to learn.
  • The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines
Additional Desired Qualities

  • Experience working in a government or legislative office
  • Academic background in either political science, public policy, or related field
  • Spreadsheet and data tracking skills
  • Must be self-motivated, able to work on multiple responsibilities simultaneously and share the agency’s commitment to public health.

Additional Information
  • This is a temporary grant-funded position ending in November 2027.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
