Job summary

Public Health Solutions is seeking a Senior Advisor to provide high-level policy and operational guidance to NYC DOHMH leadership. The role focuses on strategic advisory, policy development, and interagency collaboration to drive priority initiatives and ensure program excellence.

Reporting to the First Deputy Commissioner, you will oversee complex, multi-stakeholder projects, manage timelines, assess risks, and prepare executive-level materials.

Qualifications

  • Significant experience in government, public health, public policy, or a related field.
  • Demonstrated ability to manage complex, multi-stakeholder projects in a fast-paced environment.
  • Strong written and verbal communication skills, including experience preparing executive-level materials.
  • Experience working across agencies or organizations to drive collaborative initiatives.
  • Ability to exercise sound, independent judgment on time-sensitive matters with agency-wide impact.

Responsibilities

  • Advise Department leadership on policy development, program design, and emerging trends in public health.
  • Research and monitor legislative, regulatory, and programmatic developments at local, state, and federal levels; disseminate findings and recommendations to senior staff.
  • Conduct qualitative and quantitative analysis in support of policy proposals and priority initiatives, and present findings and recommendations to leadership verbally and in writing.
  • Identify and recommend new initiatives that address gaps in program services and align with evolving public health needs.
  • Develop and oversee project plans, timelines, and implementation strategies for sensitive and high-priority initiatives, including those related to procurement, contract management, and program operations.
  • Monitor progress across workstreams, prepare status reports, memos, and presentations for a range of audiences, and flag risks or delays to leadership.
  • Anticipate regulatory and administrative requirements that may affect project timelines, and proactively resolve obstacles.
  • Support and strengthen existing and emerging intra-agency initiatives through project planning and administrative coordination.

With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

The First Deputy Commissioner’s Office works across the Health Department to advance key priorities, including advancing public health through addressing affordability.

Job Description

The Senior Advisor serves as a senior strategic resource to Department leadership, providing high-level advisory, operational, and project management support across the Department’s priority initiatives. Reporting to the First Deputy Commissioner, the Senior Advisor acts as a trusted partner and representative of leadership in internal and external settings, driving policy development, interagency collaboration, and operational excellence.

Duties
Strategic Advisory & Policy
  • Advise Department leadership on policy development, program design, and emerging trends in public health
