Job summary

  • Produce a Weekly Legislative Review and Events Schedule; synopses of Congressional Hearings.
  • Produce ad-hoc reports and briefings on legislative trends; maintain a Congressional Authorization and Appropriations Tracker.
  • Research, compile, and maintain a repository of Air Force statements, postures, and responses to inquiries related to DAF/A10 mission areas.

Overview

Apogee has an exciting new opportunity for a Legislative Advisor to support Headquarters United States Air Force (HAF/A10). In this role, you will provide comprehensive legislative analysis and support for all DAF/A10 mission areas. This requires actively monitoring and analyzing Congressional activities, perspectives, and trends, and maintaining a repository of official statements to ensure DAF/A10 leadership is prepared for all legislative engagements.

The HAF/A10 contract delivers technical, analytical, operational, programmatic, and planning subject-matter expertise to HAF/A10 and its component divisions to advance national security strategic plans, policies, concepts, and initiatives.

This is a full-time, on-site position located at the Pentagon in Arlington, VA.

Responsibilities
  • Monitor and Analyze Legislative and Congressional Activities. Research and analyze legislative actions, trends, and events, including hearings, committee markups, and GAO reports. Track and report on Congressional authorization and appropriation actions affecting the DAF nuclear portfolio.
    • Produce a Weekly Legislative Review and Events Schedule.
    • Produce synopses of Congressional Hearings.
    • Produce ad-hoc reports and briefings on legislative trends.
    • Produce & maintain a Congressional Authorization and Appropriations Tracker.
  • Maintain a Repository of Strategic Statements and Postures. Research, compile, and maintain a consolidated record of all current and historical Air Force statements, postures, and responses to Congressional inquiries related to DAF/A10 mission areas. Track and include related statements from the U.S. Navy and other Services.
    • Produce a single, continuously updated repository of all collected statements and postures.
  • Research & Analysis. Conduct continuous research and scholarly analysis on a full range of emerging issues in strategic deterrence, including policy, strategy, arms control, NC3, CWMD, and related national security topics. Support exercises and studies to develop new Air Force deterrence concepts and CONOPs.
    • Produce and deliver comprehensive draft and final reports, briefings, and analyses detailing findings, strategic insights, and implications. Research efforts may be short-term or long-term (up to one year) and may require CONUS/OCONUS travel.
  • Organizational Consultation. Provide expert assistance and consultation to devise innovative managerial and organizational solutions for mission challenges arising from emerging deterrence issues.
    • Present proposed solutions and implementation strategies to AF/A10 leadership.
  • Forum & Event Support. As directed, plan, support, and/or conduct forums, workshops, seminars, and conferences on emerging deterrence issues.
    • Produce and deliver all event-related materials, including research reports, analyses, briefings, and discussion summaries resulting from the forums.
  • Strategic Document Analysis & Integration. Analyze, interpret, and integrate guidance from a full range of national strategic documents, including Presidential Directives, the National Security Strategy, the National Defense Strategy, Nuclear Posture Review, Missile Defense Review, strategic planning guidance, and operational plans and force management tools.
    • Provide expert advice and formal recommendations for consideration in the development of effective DoW, DAF, and USAF policies, procedures, and guidance related to the force composition and execution of deterrence missions.
  • Strategic Review & Planning Support. Review, analyze, and provide direct support to AF/A10 for its participation in major strategic reviews such as the Program Budget Review (PBR), Nuclear Posture Review (NPR), Joint Strategic Capabilities Plan (JSCP), and Global Force Management Allocation Plan (GFMAP).
    • Provide analysis and support for the development of official Air Force input, positions, and strategy for these national-level planning activities.
  • Strategic Advisement & Workforce Planning. Provide continuous advisory support to AF/A10E on strategic human capital planning.
    • Develop targeted recruitment and retention strategies securing top-tier civilian talent, ensuring AF/A10 meets current and future mission needs.
  • Organizational Design & Workforce Development. Advise on critical position descriptions (PDs) and career progression frameworks and a workforce structure that advances education, operational, training, and career development for the specialized nuclear and CWMD workforce, building increased capability and capacity.
  • Executive Reporting & Inter-Agency Coordination. Synthesize complex workforce analytics into high-level briefings, strategic reports, and formal coordination packages.
  • Effective coordination with Air Force, SAF, DoD, and other counterparts to support AF/A10E operations.
