The San Bernardino County Registrar of Voters (ROV) is recruiting for a Learning Technology Developer* to support the analysis, design, development, implementation, and maintenance of technology solutions that support election operations, employee learning, knowledge sharing, and organizational effectiveness.

Working closely with business users and subject matter experts, the incumbent will analyze business processes, develop software applications and web-based solutions, create technical documentation, and support digital tools that improve employee access to information and promote consistent business practices. The position will also assist with developing and maintaining technology solutions that support employee training, knowledge management, process documentation, user adoption, and other digital business solutions while performing systems analysis and programming duties consistent with the Programmer Analyst I classification.

Primary responsibilities may include:

• Analyzing business processes and translating operational needs into technical solutions.
• Designing, developing, testing, implementing, and maintaining business applications and web-based tools.
• Developing interactive software applications, automated forms, reporting solutions, and knowledge management resources.
• Supporting and enhancing applications that improve employee access to information, knowledge management, and digital business processes.
• Supporting applications and technologies that provide digital learning resources, user documentation, and business process guidance.
• Developing interfaces between enterprise applications, databases, and digital platforms to improve access to training resources, documentation, and business information.
• Collaborating with subject matter experts to identify system improvements and technology solutions.
• Developing automated workflows, digital forms, and technology solutions that improve operational efficiency, employee access to information, and business process consistency.
• Preparing technical specifications, user documentation, and application support materials.
• Performing application testing, troubleshooting, debugging, and production support.

The incumbent will serve as a technology partner to business users by translating operational needs into secure, scalable, and sustainable technology solutions that support employee learning, knowledge sharing, and organizational effectiveness.

The mission of the Registrar of Voters is to conduct San Bernardino County’s elections in a fair, accessible, secure, transparent, and efficient manner, upholding the highest level of election standards and accuracy, while always providing excellent customer service to both our team and the diverse population we serve. The San Bernardino County Registrar of Voters is responsible for all aspects of the election process for San Bernardino County's residents.

The Registrar of Voters administers all local, state, and federal elections in the County of San Bernardino, including the management of voting systems, the employment and training of poll workers, election ballot processing, and vote tallying. The Registrar of Voters performs all voter registration functions, including the storage and maintenance of voter registration records; and provides voting-related services to voters, elected officials, campaign groups, and other voting interests.

CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Incumbents must pass a background investigation, which includes fingerprinting, work history verification, as well as a job-related physical exam and drug screening.

Work Schedule: During peak election periods the Registrar of Voters' staff are required to work a significant amount of overtime, which includes evenings, weekends (both Saturdays and Sundays) and early morning/very late hours on election day/night.

Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future. Candidates must be able to present their legal right to work in the United States.

Education: Thirty (30) semester (45 quarter) units of completed college level courses in programming, computer science, or software engineering. A list of coursework must be submitted with the application.

Note: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Experience: Two (2) years of work experience in a production environment, within the past five (5) years, performing analysis and programming for the purpose of developing business applications, including experience with project planning.

Substitution: One (1) additional year of qualifying work experience may substitute for the required education.

The ideal candidate will possess experience developing and supporting business applications and technology solutions. Highly desirable experience includes web application development, database management, Learning Management Systems (LMS), knowledge management systems, interactive web technologies, digital content management, workflow automation, and SDLC methodologies. Experience developing technology solutions that support employee training, digital documentation, knowledge sharing, or user adoption is also desirable.
