Job description

ROLE

We are seeking an experienced Learning Management System (LMS) Administrator who is certified in Cornerstone to support the Federal Trade Commission (FTC), Human Capital Management Office (HCMO) in Washington, DC. The role involves managing the FTC’s LMS (eTrain2 on the Cornerstone platform), providing technical and administrative support, and ensuring seamless learning operations. Responsibilities include system configuration, troubleshooting, user management, course administration, reporting, and compliance to enhance employee training and development.

RESPONSIBILITIES

  1. LMS Operations and Maintenance
  • Manage day-to-day LMS operations, ensuring functionality, reliability, and accessibility for users.
  • Configure system settings, permissions, roles, and hierarchies to meet organizational needs.
  • Perform regular updates, patches, and upgrades to the LMS platform.
  • Act as the primary contact for LMS daily operations and end-user support.
  • Maintain and monitor system performance.
  • Partner with team members, instructors, and vendors for optimal LMS use.
  • Identify process and quality improvements via feedback on usage, defects, and enhancements.
  • Monitor upcoming system changes and deployments through monthly releases.
  • Conduct health checks on the Cornerstone platform, ensuring configurations align with FTC needs.
  • Develop and maintain SOPs and user guides for the LMS.
  • Document system changes, configurations, and integrations.
  • Develop system optimization improvements.
  • Design content playlists to improve training accessibility.
  • Enhance LMS search capabilities for user efficiency.
  • Serve as the Designated Security Officer (DSO) for the LMS.
  • Ensure compliance with FTC security policies and federal cybersecurity standards.
  • Maintain data security and user access controls per FTC’s IT policies and regulations.
  1. User Management
  • Create, update, and deactivate user accounts as needed.
  • Monitor and troubleshoot user access issues.
  • Provide guidance and technical support to end-users, instructors, and course designers.
  • Conduct LMS training sessions for users and administrators.
  • Generate and analyze user activity reports to identify engagement and system issues.
  • Create and manage user structures, groups, and learning cohorts.
  • Manage course enrollments and progress tracking.
  1. Course Management
  • Publish, archive, and manage online or blended learning solutions.
  • Manage course asset library and populate course information.
  • Develop and update tools and reports for ongoing access to learning data.
  • Generate standard and custom reports, analyzing data for strategic insights.
  • Create and manage course structures and programs based on instructional designer specifications.
  • Develop and maintain content pages for major initiatives.
  • Track course revisions and resolve issues.
  • Build assessments and evaluations within LMS.
  • Manage relationships with third-party vendors for course linkage.
  • Assign and manage learning paths, certifications, and compliance training.
  1. Training Innovation
  • Research and implement emerging learning technologies.
  • Introduce new instructional methodologies and digital formats.
  • Evaluate impacts of IT infrastructure changes on LMS and learning tech.
  • Drive innovation by integrating new tools and methodologies.
  1. Troubleshooting
  • Assist users with login and course access issues.
  • Resolve system functionality issues and escalate vendor support as needed.
  • Collaborate with technologists and designers to resolve content and access issues.
  1. Regulatory Compliance
  • Maintain accurate training records for compliance.
  • Review and update EHRI information for OPM.
  • Liaise with OPM on e-learning initiatives and reporting.
  • Monitor and implement federal training policy changes.
  • Generate reports on user progress, course completion, and compliance.
  • Provide data insights for organizational learning strategies.
  1. Advisory
  • Advise leadership on LMS advancements and workforce training trends.
  • Recommend policies and best practices for learning technology integration.
  • Provide strategic guidance on LMS use for efficiency and effectiveness.

KNOWLEDGE & SKILLS

  • Technical troubleshooting skills, understanding of directories, file structures, and systems.
  • Course design and development skills.
  • Ability to troubleshoot technical issues.

BACKGROUND

  • Minimum three (3) years of experience as a Cornerstone LMS Administrator in the government sector.

EDUCATION

  • Cornerstone Administrator certification required.
  • Bachelor’s degree preferred.

  • Remote work available.

WORK HOURS

  • 40 hours per week, 8 hours a day.
