Team Carney, Inc. is seeking a Senior Instructional Systems Specialist to design and facilitate leadership training for all levels, delivered in person, virtually, and on-demand.

You will partner with internal and external entities to collect requirements, identify gaps, create training plans, and manage internal and vendor programs and schedules. Qualifications

• Master's degree in Instructional Design or Education or equivalent certification.
• Minimum 6 years experience as an Instructional Systems Designer/Specialist.
• Experience designing and facilitating leadership training to all levels (in person & virtual).
• Experience building rapport with leadership and training vendors.
• Familiarity with ADDIE and Training Needs Analysis (TNA).

Responsibilities

• Design and develop course materials, evaluation strategies, and activities for training leadership.
• Conduct analysis to determine requirements for revision of instructional systems.
• Gather information via interviews, surveys, or direct observation of workers and expert panels.
• Develop revised curricula for platform instruction and eLearning; create manuals, tests, and evaluation criteria.
• Resolve issues concerning content and guidelines; propose curriculum improvements.
• Determine learning objectives and organize content; develop design plans.
• Plan validity and reliability studies to assess test items.
• Design evaluation systems to identify deficiencies and recommend actions.
• Input and maintain curriculum in learning management systems.
• Facilitate leadership training to all GS levels in person and virtually.

Team Carney is hiring for a Senior Instructional Systems Specialist who has a proven track record designing and facilitating training to all levels of leadership within the organization—ideally in a government and/or law-enforcement setting. Training is delivered in person, virtually, and on-demand. The ideal candidate will partner with internal and external entities to gather requirements, identify gaps, identify training plans, and coordinate and manage internal and vendor programs and program schedules.

Team Carney, a dynamic performance solutions development and delivery government contracting company, is actively seeking experienced Instructional Systems Specialists. Our specialists are experienced, creative and dedicated to curriculum development and client service.

THIS POSITION IS ONSITE IN LAUREL, MARYLAND 5 DAYS PER WEEK.

Responsibilities:

• Design and develop course materials, evaluation strategies and other activities associated with delivery of special and complex instruction or training to law enforcement, professional, administrative, and technical support employees.
• Conduct analysis of areas, jobs or organizational missions to determine requirements for revision of existing instructional systems.
• Gather information through interviews with subject matter experts, prepares questionnaires, surveys, or conducts a direct observation of workers, and reviews by panels of experts.
• Develop and design new or revised course curriculum (for platform instruction and elearning (online training)), training aids, instructor manuals, tests and measurement devices, and evaluation criteria to measure class performance.
• Resolve problems that may arise concerning course content, materials and guidelines to advise on possible improvements and changes to the curriculum.
• Determine the learning objectives and task learning relationships, organizes course content, and develops instruction design plans.
• Plan and conduct validity and reliability studies to analyze test items and other methods of assessing student progress prepared by instructors.
• Design and develop systems for the evaluation of training programs; identifies areas of deficiencies within the training program and recommends corrective action.
• Inputs and maintains curriculum in learning or training management system
• Facilitate leadership training to all GS levels in person and virtually.
• Coordinate and manage training vendors, training events, and training programs.

Requirements:

• Master's degree from an accredited college or university in the areas of Instructional Design and/or Education OR
• In lieu of a degree, professional or organizational certifications relevant to educational support service to include ATD Instructional DesignCertificate; eLearning GuildCertifications; Certified Professional inTraining Management (CPTM); Articulate Storyline Certs; AdobeCaptivate Cert; Certified Professional in Learningand Performance (CPLP / CPTD); PMP;ISPI Certified Performance Technologist(CPT); ScrumMaster or Agile Certs
• Minimum of 6 years experience as an Instructional Systems Designer/Specialist
• Experience designing and facilitating leadership training to all levels of leadership in person and virtually.
• Experience building strong professional rapport with leadership and training vendors.
• Comfortable working in a fast-paced environment with multiple projects and activities in motion simultaneously.
• Experience with ADDIE and TNA (Training Needs Analysis)
• Ability to obtain a public trust clearance

Preferred:

• Experience in developing curriculum for law enforcement/security related disciplines
• Experience auditing vendors and working with training vendors to schedule and coordinate onsite and virtual deliveries.

The projected compensation range for this position is provided within the posting and is based on full-time status. The estimated minimum and maximum displayed represent the broadest range for this position (inclusive of high geographic and high clearance requirements) and is just one component of Team Carney's total compensation package for employees.

Posted Salary Range: USD $90,000 - USD $115,000 /Yr (Commensurate with experience)
