Brief Job Description

Under the guidance of the Leadership Development Team Manager, the Extraordinary Contributor Program (ECP) Point Leader performs highly advanced (senior-level) training and development work.

Serves as the primary point leader, organizer, and facilitator for the ECP, overseeing all aspects of program planning, implementation, participant engagement, and continuous improvement. Develops, designs, coordinates, and delivers high-impact sessions and contributes to the planning, development, implementation, and evaluation of systemwide leadership virtual and instructor-led leadership development experiences; identifies long-range program goals and strategies; conducts training needs assessments; develops annual program plans; evaluates program effectiveness; and provides consultation to HHS divisions and programs regarding employee growth and development opportunities. Serves as a key member of the development initiatives. Designs and facilitates customized leadership presentations, workshops, and learning experiences and provides individualized coaching to support participant growth, leadership development, and achievement of professional goals.

The position works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)
  • Creates, implements, and leads the virtual Extraordinary Contributor Program, including program design, participant experience, communications, logistics, facilitation, and continuous improvement activities. (70%)
  • Identifies long-range training goals and develops strategies, recommendations, and annual plans to support employee development initiatives and organizational priorities. Develops curricula, learning objectives, instructional materials, participant resources, and evaluation tools to support program outcomes and learner success. (10%)
  • Analyzes participant feedback, learning outcomes, and program data to evaluate program effectiveness and develop recommendations for improvement. Prepares reports, summaries, and presentations for leadership and stakeholders. (5%)
  • Researches, recommends, and applies technology, tools, and innovative training methods to enhance virtual and hybrid learning experiences and participant engagement. (5%)
  • Assists other leadership academies with individualized coaching and session support where needed. Performs other duties and special projects as assigned. (10%)

Initial Screening Criteria
  • A bachelor's degree from an accredited college or university is required. Experience training or facilitating may substitute for education on a year-for-year basis.
  • Two years’ experience managing, directing and designing leadership development or training programs.
  • Experience facilitating training for a professional audience in a virtual learning environment utilizing technology to engage participants and support effective learning outcomes is preferred.
Additional Information
  • This position is located in Austin, TX and may allow a hybrid telework schedule with required on-site work at the HHS North Austin Complex. Telework is subject to change based on business needs and management directives. Telework requires reliable personal internet and a workspace that supports the protection of confidential information.
  • Employment offers depend on available budgeted funds. Salary will be set per budget limits, HHSC starting salary guidelines, and within the posted range.
  • Employment offers are contingent upon available funding and the successful completion of required background, due diligence, and reference checks. Travel up to 10% may be required.
