Job summary

The City of Laguna Beach is seeking a Principal Human Resources Analyst to lead risk management programs, guiding workers’ compensation, liability claims, insurance administration, and citywide safety initiatives.

You will partner with departments to identify exposures, strengthen safety practices, and implement solutions that protect employees and the public, while advancing accountability and resilience across the organization.

Qualifications

• Bachelor's degree required; Master's preferred.
• Four years of HR experience, public sector preferred.
• California Driver’s license and clean driving record.
• Supplemental certifications (ARM, RIMS-CRMP, PRIMA, CRM, CSP, CAJPA) desirable.

Responsibilities

• Oversee workers’ compensation, liability claims, insurance administration.
• Lead citywide safety initiatives and policy development.
• Identify exposures and implement risk-mitigation solutions.
• Advise departments and foster accountability and resilience.
• Coordinate background checks as part of hiring process.
