Job summary

Durham County Government is seeking a seasoned Property Appraisal Manager to oversee the assessment of real property in Durham County under the Machinery Act and apply the Schedule of Values to each property. The role operates with limited supervision and reports major activities in periodic meetings.

The position includes supervising staff, coordinating work, reviewing valuations, and supporting the Board of Equalization and Review.

Qualifications

• Working knowledge of the Machinery Act to comply with local regulations.
• Ability to develop a schedule of values.
• Understanding of legal descriptions.
• Proficient use of the three approaches to value.
• Familiarity with computer assisted mass appraisal software.
• Familiarity with coordinating a reappraisal.
• Ability to communicate effectively both verbally and in writing.
• Ability to manage multiple divisions within assessment.

Responsibilities

• Supervises, directs, and evaluates assigned staff.
• Coordinates, assigns and reviews work and establishes schedules.
• Reviews real property values for over/under valuations.
• Responds to tax payer inquiries by email, phone and mail.
• Provides guidance for appraisal staff.
• Manages the Present Use Value program.
• Serves as clerk to the Board of Equalization and Review.
