Job summary

Quantinuum seeks a Lead Proposal Analyst in CO or NM to own the design, delivery, and evolution of proposal costing for government and commercial work. You will partner with business development, engineering, finance, and contracts to ensure financially sound, compliant, and competitive proposals.

The role requires deep costing expertise, strong analytics, and the ability to translate complex solutions into executable cost strategies, guiding risk management and profitability.

Qualifications

• Bachelor's Degree minimum.
• 8+ years of experience in proposal costing, pricing, estimating, financial analysis, or proposal management.
• U.S. Person status required (citizen, permanent resident, or eligible work status).
• Due to national security requirements, not a PRC or Russian national unless US citizen.

Responsibilities

• Lead development of complex cost proposals for government and commercial opportunities.
• Develop labor, platform usage, materials, subcontractor, travel, and indirect cost estimates; build cost models and BOEs.
• Ensure compliance with federal requirements and company policies; support audits and negotiations.
• Facilitate cross-functional cost reviews and drive timely delivery of deliverables.
• Improve estimating methodologies, forecasting models, and templates.
