Job summary

Cumming Group is seeking a Project Controls Manager for our San Diego, CA location. The role focuses on education sector projects, collaborating with leadership to ensure on-time, within-budget delivery of complex facilities.

You will oversee scheduling, cost control, data management and reporting, driving best practices and providing audits support. The ideal candidate has a long track record in project controls within government or infrastructure contexts, plus senior-level oversight

Qualifications

• Bachelor's degree in engineering, construction management or finance/accounting (or substitute with equivalent experience).
• Ten years of experience in Project Controls, including planning, estimating, forecasting, cost control, schedule control, and project reports.
• Four years of the above experience as a Program or Project Controls Specialist in a government agency or supporting infrastructure projects.

Responsibilities

• Responsible for program and project scheduling, cost control, data management and reporting in the project control system.
• Identifies best practices and coordinates development and implementation of project controls initiatives, tools and procedures.
• Hands-on analysis and validation of program and project data for accuracy and reasonableness.
• Engages agency stakeholders and ensures follow-up.
• Organizes program and project data for timely and accurate reporting.
• Interfaces with senior management to support decision making.
• Provides oversight on project schedule, budget and scope changes.
• Oversees job cost processes related to the bond program.
• Monitors and maintains project budget and scope change procedures.
• Reviews proposed budget and scope changes for justification and documentation.
• Develops metrics and reports to improve project execution.
• Trains staff on project controls policies, tools and best practices.
• Supports internal and external audits.
