Job description

We are TekPro Support Services, LLC (TSS), an 8(a) Certified Alaska Native Company (ANC), and a subsidiary of the Bristol Bay Native Corporation (BBNC). We support several military installations and federal agencies across the nation through consulting and contracting our professional and technical solutions.

We are searching for a Lead Program Support Specialist/Program Manager to support our ongoing mission at the Federal Highway Administration’s Turner-Fairbank Highway Research Center (TFHRC) in McLean, VA. The Lead Program Support Specialist/Program Manager will provide program support while overseeing contractor personnel and ensuring work assignments and requirements are successfully completed. This position is contingent upon contract award.

What You’ll Do:
  • Understand the various work assignments under the task order and ensure qualified personnel are assigned to required tasks.
  • Coordinate contractor employee schedules and work priorities with assigned office points of contact and monitor staff timesheets and leave requests.
  • Communicate schedules to the Contracting Officer’s Representative (COR).
  • Mentor contractor staff in the accomplishment of their work duties.
  • Resolve contractor staff grievances and take disciplinary action when necessary.
  • Develop and motivate assigned contractor staff to improve performance and quality.
  • Meet with the COR or assigned office points of contact to discuss work assignments, schedules, workloads, potential problems, and resolutions.
  • Prepare and submit required progress reports.
  • Ensure appropriate staffing coverage and, when necessary, provide support for ongoing task order work until replacement personnel have received required security and system access.
  • Assist with collecting and submitting security documents and ensuring appropriate documents are signed.
  • Serve as the primary point of contact for office support, delivering responsive customer service and maintaining professional, courteous interactions with internal and external customers and stakeholders.
  • Apply critical thinking and sound judgment to analyze, troubleshoot, and execute assigned program support tasks independently and effectively.
  • Execute tasks and deliverables with minimal oversight while adapting quickly to changes in priorities, new assignments, or shifting responsibilities.
  • Proactively identify, initiate, and track required assignments to ensure program objectives are achieved.
  • Prepare high-quality work products that meet project requirements and require minimal Government review or revision.
  • Coordinate and prioritize multiple concurrent assignments throughout the workday.
  • Manage designated senior staff and office directors’ calendars and schedules, including appointments and on-site/off-site meetings.
  • Coordinate special events, including logistics, stakeholder coordination, and leadership briefing materials.
  • Research, compile, and summarize information from management systems, files, and other documents for correspondence, reports, and briefing papers.
  • Coordinate with senior staff, office directors, subject matter experts, and other program support specialists to respond to controlled correspondence.
  • Proofread outgoing correspondence for proper format, grammar, spelling, punctuation, content, and required supporting documentation.
  • Respond to general inquiries and follow up on routine correspondence of a non-technical nature on behalf of the office.
  • Coordinate meetings, presentation materials, meeting minutes, and follow-up actions.
  • Provide documentation support, including timekeeping, data entry, database maintenance, file management, and records management.
  • Prepare, submit, route, and monitor procurement requests, purchase waiver approvals, and closeout memos.
  • Coordinate travel arrangements, including hotel and rental car reservations, plane and train tickets, travel advances, travel authorization requests, travel vouchers, and itineraries.
  • Identify and recommend process improvements and more efficient ways to accomplish assigned tasks.
  • Prepare correspondence, reports, records, technical papers, tables, charts, graphs, presentations, and Government forms.
  • Support project and event management activities, including laboratory tours, special events, stakeholder coordination, and the TRB/FHWA Annual Meeting.
  • Assist with Government property inventory, supply tracking and management, and fleet management activities.
What You Bring:

Required:

  • High School Diploma.
  • Active Public Trust designation required.
  • Working knowledge of Microsoft Office, including Word, Excel, and PowerPoint, and Google Workspace.
  • Ability to independently navigate and use required Government systems with little to no support. Systems used under this effort include E2 Travel, EDMS, PRISM, CASTLE, and Delphi.

Salary Range: $94,000–$96,000 annually.
