Job summary

Anoka County is seeking a Lead Program Planner - Social Services to advance grant development, contract management, and program planning. The role ensures alignment with county policies and supports services for individuals and families in Anoka County.

This full-time, exempt, hybrid position offers advancement opportunities and a pathway to impact community outcomes. Interviews occur the week of 09/14/2026 for selected candidates.

Qualifications

• Requires a bachelor’s degree in behavioral science, human services, or related field.
• Six years of job-related experience with social services programming and leading housing programs.
• In lieu of the required education, a year-for-year combination of education and experience may be substituted.
• Must pass driver’s license background check and have a vehicle for business use.

Responsibilities

• Conduct needs assessments to identify opportunities for program development.
• Develop RFPs and manage contracts aligned with county policies.
• Negotiate, monitor, and evaluate contracts for renewal or expansion.
• Prepare contract outcome reports and monitor grant opportunities.
• Develop and manage data reports supporting departmental missions.
• Lead high-level meetings with County Providers and stakeholders.
• Assist directors and senior managers in administering social services programs.
• Identify legal and policy changes impacting grants and contracts.
