Job summary

Qualifications

  • Requires a bachelor's degree in behavioral science, human services, or a closely related field.
  • Six years of job-related experience with Social Services related programming and leading housing programs.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
  • Successfully pass driver's license background check and have a vehicle available for business use.

Responsibilities

  • Conduct needs assessments to identify opportunities for program development.
  • Develop Requests for Proposals (RFPs) according to county and departmental policies.
  • Develop, negotiate, and manage contracts that align with Anoka County policy and rules and regulations.
  • Evaluate contracts for renewal or expansion and conduct contract audits.
  • Prepare contract outcome reports for the department as directed by leadership.
  • Monitor grant-making organizations for potential funding opportunities that support department goals.

Hiring range: $85,363 to $119,496 annually ($41.04 to $57.45 per hour). Starting rate will depend on experience, education, and qualifications. Advancement opportunities exist for individuals motivated to move up within Anoka County. This includes 24 days of paid flexible time off and up to 12.5 holidays your first year. Position Description

The Anoka County Community Social Services and Behavioral Health's mission is committed to meeting people's needs through quality services. The department has an immediate opening for Lead Program Planner- Social Services to support departmental programs through expert-level grant development, contract management, and program planning. This position plays a critical role in ensuring that purchased services, grants, and program initiatives align with county policies and support the department's mission to serve individuals and families in Anoka County. This is a full-time, exempt, hybrid position. Interviews will take place the week of 09/14/2026 for those selected to move forward in the hiring process.

  • Anoka County Salary Schedule Grade 36: $85,363.00 to $119,496.00 annually ($41.04 to $57.45 per hour).

Work Location

Position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities
  • Conduct needs assessments to identify opportunities for program development.
  • Develop Requests for Proposals (RFPs) according to county and departmental policies.
  • Develop, negotiate, and manage contracts that align with Anoka County policy and rules and regulations.
  • Evaluate contracts for renewal or expansion and conduct contract audits.
  • Prepare contract outcome reports for the department as directed by leadership.
  • Monitor grant-making organizations for potential funding opportunities that support department goals.
  • Create grant proposals and submit as assigned.
  • Provide grant management, oversight and reporting to assure program integrity.
  • Collect data and measure grant outcomes in accordance with legal requirements and deadlines.
  • Develop and manage legal agreements, including Cooperative Agreements, Joint Powers Agreements, and Memoranda of Understanding.
  • Complete statistical data analysis for the department to ensure key issues and key data are presented to leadership.
  • Write Human Services Committee briefings and proclamations on behalf of the Department Director.
  • Develop, implement, and maintain data reports that support departmental missions and goals.
  • Assist the Director and Senior Managers in administering social services and behavioral health programs.
  • Work with leadership to identify changes in laws and rules that will have potential effect on grants, contracts and programs and develop and implement changes.
  • Collaborate and partner with community agencies to support and enhance service delivery.
  • Ability to lead and facilitate high level meetings with County Providers and community stakeholders.
  • Ability to work and develop complex budgets and work plans from funding sources such as the State of Minnesota.
  • Provide leadership, coaching, and mentoring to subordinate staff as assigned.
Qualifications and Requirements – Minimum
  • Requires a bachelor's degree in behavioral science, human services, or a closely related field.

Preferred Knowledge, Skills, and Abilities Needed
  • Master's degree or higher in behavioral science, human services, or a closely related field.
  • Experience in management of a human services programs.
  • Experience in project management and/or grant and contract writing and management of a human services program.
  • Experience leading and developing housing and homelessness related contracts, grants and services such as FHPAP or HSWH.
  • Experience leading advisory groups or other high level meetings.
  • Strong oral and written communication skills.
Physical Demands and Work Conditions

Standard office environment, travel to various county work sites and meetings as needed. Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work. Occasional lifting of 10-20 lbs. Equipment used includes computers, phones, and standard office equipment. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
